Job Summary: You will serve as a Business & Industry Specialist in the Contracting Division, Code 131000 of NAVAL RESEARCH LABORATORY.

Major Duties:

  • You will serve as the NRL point of contact for Federal and Department of War acquisition systems and the subject matter expert for automated procurement systems.
  • You will impact the compliance and improvement for the NRL procurement processes with the Contracting Division.
  • You will be responsible for user access and Tier-2 organization level helpdesk support for federal and Department of War acquisition systems.
  • You will be the data manager for NRL procurement data and statistics, reporting Contracting Division acquisitions data on a routine and ad hoc basis to the Chief of the Contracting Office, the Commanding Officer, and Director of Research for NRL.
  • You will be an action officer providing responses to the Office of Naval Research, Assistant Secretary of the Navy, and Office of the Secretary of Defense for requests for information relating to acquisitions processes, mergers, and acquisitions.

Qualifications: NO-04 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (NO-03) in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing expert procurement business systems advice and skill in the extraction and presentation of data from automated procurement systems and the Microsoft Office environment; and 2) Performing lead system helpdesk functions and managing statistical data for acquisition processes utilizing expert knowledge of a broad range of procurement functions, programs, policies, and procedures encompassing the end-to-end acquisitions processes, including but not limited to purchasing, material receiving, government purchase card, material and service acceptance, customer and vendor support with post award invoicing. NO-03 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Providing procurement business systems advice and skill in the extraction and presentation of data from automated procurement systems and the Microsoft Office environment; and 2) Assisting with system helpdesk functions and providing support for statistical data for acquisition processes utilizing knowledge of procurement functions, programs, policies, and procedures encompassing the end-to-end acquisitions processes, including but not limited to purchasing, material receiving, government purchase card, material and service acceptance, customer and vendor support with post award invoicing. This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must have in-depth proficiency and experience in Federal/Department of War/Department of Navy acquisitions with particular experience and expertise with the automated applications and systems supporting end-to-end acquisitions processes, the associated data management for these systems, and the customer service skillset to positively assist the acquisitions workforce.
