Job Summary: About the Position: Develop, compile, review, analyze, and edit various segments and portions of budget estimates submitted by operating managers for the District's Total Operating Budget.

Major Duties:

  • Develop, compile, review, analyze, edit, and recommend usage of budget and manpower guidelines, policies, procedures, and regulations.
  • Revise and edit narrative and statistical data, as necessary, for inclusion in District budgetary reports and schedules.
  • Prepare a variety of budgetary and financial reports covering the status of funds, obligations and expenditures, reimbursable work for others, work placement, etc.
  • Monitor budgeted-VS-actual expenditure of funds through continuous review and examination of accounting records, budgetary generated ADP programs, and knowledge of budgetary function.
  • Advise operating managers and their staff on the status and availability of civil and military funds, operating budgets, and all other aspects of the District budgetary process.
  • Develop manpower/Full Time Employee (FTE) requirements, recommend allocations, and monitor execution.
  • Review funding requests, approve or disapprove funding releases, and ensure that all funding documents are received and distributed to applicable operating elements.

Specialized Experience GS-09: One year of specialized experience which includes: 1.) developing and monitoring budget and/or financial reports from automated databases; AND 2.) analyzing financial data to identify trends; AND 3.) providing guidance on financial regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as: finance, accounting, business administration or a related discipline to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes: 1.) Working with financial management systems to analyze and/or interpret schedules of commitments, obligations, and expenditures; AND 2.) creating various funding reports for projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as finance, accounting, business administration or a related discipline to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
