[What the role is]

The ISEAS - Yusof Ishak Institute is a leading research centre dedicated to the study of socio-political, security and economic trends and developments in Southeast Asia and its wider geostrategic and economic development. Applications are invited for:

Assistant Manager/Manager/Assistant Director, Finance Ops & Business Partners (2-Year Contract)

The officer will be primarily in charge of maintenance of the general ledger, financial and management reporting, tax compliance and fixed assets.

[What you will be working on]

Job Responsibilities:

Financial operations and reporting

  • Maintain general ledger and prepare general ledger journals

  • Prepare periodic management/financial reports and financial statements to management, AGD and other government agencies, as applicable

Payroll

  • Oversee monthly and ad-hoc payroll processing of the permanent and contract staff of the Institute

  • Oversee the processing of half-year and year-end bonuses, and performance bonuses

  • Ensure changes to payroll details, such as promotions, merit increments, salary adjustments and other terms of service, are correctly reflected in the payroll system

  • Oversee the monthly submission of CPF returns

  • Liaise with Vital to ensure processing is completed within the stated timelines

Enterprise Risk Management (ERM)

  • Oversee the operation of the ERM framework in the Institute

  • Collate and report to senior management on the action plans by the risk owners

Internal and External Audit

  • Act as the liaison between the Institute and our internal and external auditors

  • Oversee the preparations of audit schedules and the draft financial statements of the Institute

  • Disseminate the auditors’ queries to the relevant units and departments and collate the responses for clearance before responding to the auditors

  • Collate management responses from units and departments in response to audit observations and clear the management responses with senior management

GST and other tax compliance

  • Oversee the tax transactions relating to GST and submission of quarterly returns to IRAS

  • Oversee submission of IR21 returns for non-citizen staff leaving the Institute for tax clearance.

  • Oversee annual submission of staff employment income information under AIS to IRAS

Staff Claims

  • Oversee the processing of staff claims to ensure compliance, especially overseas travel claims

Others

  • Any other duties and ad-hoc projects as may be assigned

[What we are looking for]

Requirements:

  • Minimum 3 years of relevant working experience, preferably in the public sector.

  • Experience with public sector financial systems will be advantageous

  • A team player who is meticulous, open-minded, collaborative, and independent

  • Good communication and interpersonal skills

Opportunities for further renewal/emplacement to permanent establishment will be considered, subject to performance.
