Job Summary: This vacancy is for a GS-0560-12, BUDGET ANALYST located in the Department of Homeland Security, U.S. Coast Guard, SFLC FISCAL OPERATIONS BRANCH -SFLC-ALD-FISCAL OPS in BALTIMORE, Maryland.

Major Duties:

  • You will serve as a BUDGET ANALYST and be responsible for budget formulation, execution, financial and program management for asset program planning and support. The incumbent manages various funds relating to SFLC support including Vessel Repair (AFC 45), Operating Expense (OP), Environmental Compliance and Restoration (EC&R), Procurement, Construction, Improvement (PC&I) budgets, and reimbursable agreements for other agencies. The assignments include a wide variety of analytical duties in the development. presentation. prioritization, formulation, submission, reporting, and execution of the SFLC and sub-unit budgets. Reviews, analyzes, and adjusts funding estimates submitted and coordinates with managers to ensure accuracy of supporting documentation, justification. and conformance with program budget policy. Typical work assignments include: Monitoring budget allocations and executions to ensure that operating program objectives are met. Performing in-depth, rigorous analysis of budget requests by maintaining and analyzing financial and resources databases, such as program operating plans, scheduling, life cycle analysis. and by improving techniques such as cost-benefit analysis and exploring alternative. Monitoring the use and rates of expenditure of budgeted funds in assigned areas through continued dialogue with program officials and their staff, reviews written documents, and examination of accounting records. Reviewing, reconciling accounts with departmental accounting system records to ensure that expenses are accurately reflected. Analyzing and integrating financial, technical, procurement, and scheduling information. Developing, maintaining, and monitoring integrated reporting systems affecting programs with interrelated functions and operations. Developing policy and procedural guidance for vessel maintenance fund budgeting and execution, communicating information to management for effective evaluation of program operations and performance. Analyzing annual costs and develops reports justifying present and future funding/ budget needs. Developing responses to data calls requiring expenditure information and statistical analysis, as well as other traditional managerial accounting type functions. Providing budget, financial and resource guidance to command personnel. Qualifications: To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Extensive use of Microsoft Excel for creating financial models, forecasting budgets, and analyzing complex financial data. Providing budget, financial, and resource guidance to command personnel.
