The primary purpose of this position is to serve as the Base Civil Engineer fostering innovative ideas to acquire, construct, maintain, and operate real property facilities; provide related management, engineering, utility, and other support services.

Major Duties:

  • Exercises supervisory personnel management responsibilities at least 25% of the time. Serves as the Base Civil Engineer at an Air Force or Joint Base installation with responsibility for providing, operating, and maintaining highly complex infrastructure and facilities necessary to create and sustain responsive and effective combat operations on a global basis. Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the organization's management support capabilities. Represents the CE Squadron with a variety of installation organizations and outside agencies.

Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Science and Engineering. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experience is described as directing and managing the activities and personnel, fostering innovative ideas to acquire, construct, maintain, and operate real property facilities; provide related management, engineering, utility, and other support services. IDEAL CANDIDATE: This position serves as the Base Civil Engineer Deputy at a highly unique (one-of-a-kind) test base requiring extensive knowledge of heavy industrial utilities and infrastructure beyond those required for normal Air Force Installation. A licensed Professional Engineering (PE) certification is highly desired. Extensive knowledge of engineering support to test operations, test infrastructure project funding and the Air Force's Test enterprise is highly desired. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of professional engineering concepts, principles, and practices; and extensive familiarity with architectural/engineering disciplines. Extensive knowledge of Base Civil Engineer mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. Thorough knowledge and understanding of the trades, professions, procedures, methods, equipment, materials, limitations, and applications involved in civil engineering activities. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. Knowledge of government contracting regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors. This position requires the incumbent to possess a Professional Engineer's License from a recognized professional association attesting that the person has successfully completed the requirements to practice in the designated discipline or area of specialization. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
