Enterprise Information Services (EIS) is a state government-wide Information Technology (IT) program led by an administrator who also serves as Oregon’s Chief Information Officer (CIO). The Assistant State Chief Information Officer (ASCIO) is a senior executive bearing responsibility for the enterprise-wide modernization and overall IT strategy within their policy area(s). The position reports to the Deputy State Chief information Officer (DCIO) and works closely with the Deputy State CIO, Chief Technology Officer (CTO), IT Governance Leadership Team and agency technology and business leaders.
What You’ll Do
As ASCIO you will serve as a senior-level IT strategist, director and advisor on emerging technologies, methodologies, and overall IT best practices. Not strictly a technical position, the ASCIO is an extremely effective communicator with strong leadership skills, and will work with the Governor’s office, the Legislature, agencies, and the public to align business and technology initiatives and partner with other public and private sector interested parties.

This Is What You Need to Qualify
Eight years of executive-level policy development and senior technology leadership experience directly related to the position being recruited; OR
Equivalent education* and experience
*Equivalence note:
A Bachelor's degree in Information Technology, Computer Science, Business Administration, Public Administration or a closely related field may substitute for 3 years of experience.
A Master’s degree in Information Technology, Computer Science, Business Administration, Public Administration or a closely related field may substitute for 4 years of experience.
The ideal candidate will possess the following desired skills and attributes:
Demonstrated experience working with executives and a strong business acumen.
Constructing and communicating formal strategies leading changes through formal practices.
Experience with complex and sensitive issues and situations, identifying alternative solutions.
Ability to collaborate across organizations to streamline systems and services.
Extensive knowledge of IT policies and practices, specifically as it relates to IT governance.
Highly effective at managing situations and tailoring approach to individual's and group needs.
Requires demonstrated extensive experience in contracting policies and procedures, strategic planning, Capability Maturity Model, PMI/PMBOK methodologies, change control management within an enterprise information technology environment.
Excellent leadership capabilities, strong judgment, and the ability to work effectively with and influence clients, team members, management, and external groups to establish goals, objectives, and action plans.

Additional Details
This announcement is for one, full-time, permanent Management Service - Exempt, Assistant State Chief Information Officer (Enterprise Technology Advisor 2) position and may be used to fill future vacancies.
The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%.
