Job Summary: About the position: This position is Non-appropriated Fund (NAF) and is located at the Karing Kennels on Kadena Air Base, Okinawa, Japan.

Major Duties:

  • This position resides at Karing Kennels and reports directly to the Kennels Manager. The primary purpose of this position is to assist the Kennel Manager in directing and executing the day-to-day business operations. May act as the Kennel Manager in their absence to ensure full continuity of facility operations and program management. First-line Supervisor for NAF and Local National personnel in their performance of day-to-day operations, including boarding, grooming, and retail. Assigns, directs, and reviews the work of subordinates. Applies Air Force and local guidance to ensure daily tasks comply with established standards and operating instructions. Drafts and prepares employee work schedules, including shift work, for final approval by the Kennels Manager. Reschedules employees to cover sick leave or other absences to ensure operational continuity. Provides initial, on-the-job, and recurring training for employees on topics including the computerized Point of Sale (POS) system and daily operational procedures. Establishes and maintains individual employee pay and timekeeping records (including OPM 71s) for submission to payroll. Conducts first-level performance evaluations and provides input to the Manager for formal appraisals. Works directly with staff to resolve grievances and day-to-day personnel issues, elevating more complex matters as required. Conducts monthly physical inventories of retail and perishable items. Drafts and submits retail orders to maintain preapproved inventory levels and formulates suggested selling prices for the Manager's final approval. Assists in preparing daily cash deposits and consolidated reports. Maintains and updates the POS system, reviewing usage reports to provide recommendations to management on low and high-interest items. Ensures daily safety and health standards are met by conducting routine facility inspections and maintaining preventative measures like fire extinguishers. Works directly with staff to resolve initial customer complaints and feedback within established policies, discussing findings with the Kennels Manager. Serves as the Alternate Records Custodian, assisting the Manager in maintaining compliance with ERM files. Assists the Manager with marketing, publicity, and event coordination by reviewing promotional materials (posters, flyer's) and helping to organize supplies and personnel for scheduled events. Directly oversees the execution of daily and weekly programs. Performs other duties as assigned. Qualifying Experience: Applicant must have 3 years of progressive experience and/or previous employment overseeing an operation with program planning, workforce management, and resource protection. Ability to supervise, train, and schedule subordinates or have experience which shows the potential to develop these qualities. Proficiency with using office automation software such as Microsoft Office, including Power Point, Word, Access, and Excel is required. Progressive experience in payroll processing with a wide variety of actions requiring a wide range of rules, instructions and regulations with little technical supervision. Knowledge of Kennel operations or related business experience is required. Must have experience working directly with the public. Must have cash handling and safeguarding of funds experience. Experience which has demonstrated the ability to manage a retail operation for profit may include merchandise display and managing inventory levels. Rec Trac system experience is preferred but not required.
