Job Description
We are seeking an Associate General Counsel, Development Counsel, Global Legal Business Partner, reporting to the Vice President, Global Development & PDM Legal Business Partners. The candidate will serve as the lead legal business partner to Gilead’s Development organization and will be responsible for advising and collaborating with the business and colleagues on global regulatory law matters. This role will advise the Regulatory Affairs, R&D Quality, Patient Safety, Clinical, Regulatory Policy, Corporate Development, and cross-functional Gilead Asset Teams (GATs).
The successful candidate will be able to work independently and possess strong knowledge of pharmaceutical regulatory laws, rules and regulations, industry practices and standards, and have demonstrated experience in analyzing complex issues and developing innovative solutions to business challenges. The candidate will possess a strong business acumen and legal expertise to proactively identify, analyze, and navigate potential legal issues and risk within areas of responsibility and formulate and communicate compliant and practical solutions that meet business objectives. The candidate will partner closely across Gilead’s Legal and Compliance organization to coordinate and provide comprehensive, strategic, and solutions-oriented counsel to the business.
Key Responsibilities
Serve as the lead Legal Business Partner to the Development organization, including global Regulatory Affairs, R&D Quality, Patient Safety, Clinical Development, Clinical Operations, and cross-functional Gilead Asset Teams (GATs) and provide legal counsel to these business teams on regulatory laws and regulations;
Serve as part of a matrixed, global team and collaborate with other members of the Legal and Compliance Department to provide comprehensive, strategic counsel to the business on complex, cross-functional issues;
Track and maintain current knowledge of pertinent regulatory issues faced by the business in U.S. and key international markets;
Review and advise on key policy issues involving regulatory law, including working closely with the Global Regulatory Policy & Intelligence team and serving as a Gilead representative on industry trade association regulatory law work groups;
Provide regulatory counsel support for corporate development activities, including M&A, collaborations, and licenses;
Accountable for providing business partners with training, policy support, and learnings to support effective risk management;
Proactively identify the need for, draft, and provide legal advice on corporate policies, SOPs, and guidance documents;
Build and maintain strong business partnership with global Development teams, as well as key cross functional teams engaged in development activities characterized by a high-level of collaboration;
Drive increased efficiency, coordination, and effectiveness of legal advice, processes, and legal support to meet the needs of the business and other key stakeholders; and
Define, direct, and conscientiously manage the work of outside counsel.
Training/Experience Required
U.S. Juris Doctor (J.D.) degree; active law license in at least one U.S. jurisdiction;
12+ years of legal experience supporting clients in the pharmaceutical industry, preferably at a multinational company and/or a reputable, highly rated law firm, or a combination of both;
Experience advising clients on FDA and regulatory matters;
Ability to exercise judgment and independently determine and take appropriate action;
Ability to translate complex legal requirements into practical suggestions and solutions;
Ability to manage workload priorities in a matrixed environment;
Experience handling multiple projects in a fast-paced environment, with a high degree of client service orientation, and performing successfully in cross-functional teams;
Able to independently handle complex matters with minimal supervision and an understanding of when to elevate issues to senior management for awareness or decision;
Proven judgment in working through complex issues, including those with significant strategic risk to the company;
Demonstrated excellent interpersonal, strategic thinking, communication, and organizational skills; and
Consistent demonstration of Gilead’s core values: Teamwork, Accountability, Inclusion, Excellence, and Integrity.
