Job Summary: This position is located at the Overton Brooks VA Medical Center, Business Office. The Administrative Officer serves as an extension of the Chief of the Business Office in developing programs, procedures, and policies. The Administrative Officer has the authority to act for the Chief in all administrative matters with delegated responsibility for Resource Management functions.

Major Duties:

  • Advises staff on the interpretation and application of human resources policies, practices, and procedures Prepares justifications and requests for the Resource Management Committee (RMC) for recruiting/filling existing positions, and establishing and restructuring positions Formulates and develops budget for recurring expenditures (copier lease, mailroom expenditures, shredding, burial services, Goodwill telephone operator contract) Drafts and reviews correspondence ensuring appropriate format, grammar, and content Prepares responses for congressional inquiries and Office of the Inspector General (OIG) fact finding requests Formulates proposed administrative directives and policies Reviews and interprets new and established business process monitors, Joint Commission requirements, and VA Directives to determine impact on Business Office programs, policies, and procedures Recommends and implements changes for continued compliance Manages Business Office contracts and provides guidance to service Contracting Officer Representatives Alternate Program Application Specialist (PAS) Work Schedule: Mon - Fri, 7:30am -16:00pm; Subject to change based upon the needs of the facility Compressed/Flexible: May be determined upon employment. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes Interpreted and applied Interpreted and applied federal regulations, VA policies, and procedures governing healthcare administration, ensuring consistent regulatory compliance across all business office functions. Oversaw office operations, including workflow optimization, records management, and resource allocation, in support of healthcare delivery and administrative efficiency. Prepared and reviewed administrative reports, correspondence, and official records required by VA and OPM, ensuring accuracy and timely submission. Provided guidance and training to staff on office procedures, regulatory updates, and best practices relevant to healthcare administration. Developed and implemented internal controls to safeguard sensitive information, monitor compliance, and support risk management initiatives in the business office. Collaborated with interdisciplinary teams and external stakeholders to resolve administrative issues, facilitate process improvements, and advance organizational objectives. OR Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation; OR Combination: Equivalent combination of successfully completed graduate education and specialized experience (beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work involves sedentary and non-sedentary tasks. Sedentary tasks include writing at a desk, use of a computer (keyboard and monitor), and use of a telephone. Non-sedentary work primarily involves walking distances throughout and about the medical center. There may be an occasional requirement to travel to other geographic locations for meeting. Some standing, bending, and lifting of light items such as papers, files, and reference manuals are required.
