Job Summary: The Administrative Officer (AO) works for the Pharmacy Service at the Orlando VA Medical Center representing the Chief, Pharmacy Service in all matters other than direct patient care. As such, the AO assumes responsibility for as many administrative duties as possible, thereby relieving the Service Chief.
Major Duties:
Qualifications: To qualify for the GS-09 and GS-11 positions, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For GS-9 Position You may qualify based on your experience and/or education as described below: Specialized experience : Examples of specialized experience would typically include, but are not limited to: Attends and represents the leadership in administrative, workgroup, and multi/interdisciplinary committee meetings to evaluate policy matters relating to operation of pharmacy services, and relay potential policy impacts and recommendations to the Chief of the service. Oversees the full range of human resources requirements, develop staffing plans, manage personnel requirements, and acts as a liaison with human resources regarding personnel related matters. Advises supervisors and personnel on HR policies and practices, employee/labor relations, benefits, training, and pay and leave administration. Performs cost analysis for various staffing, equipment, and services, and prepare statements of work and FORCE requests for approval. Creates, manages, tracks, and forecasts multiple fund control points. Evaluates financial trends, forecasts, and prepares justifications with the Chief and supervisors to formulate, prepare, and manage multiple budgets. Compiles and analyzes workload data for clinical, inpatient, and outpatient operations to prepare administrative reports for management briefing for Chief of the service. Plans, assesses, and projects future needs regarding staffing, office space and equipment to procure necessary resources to facilitate optimal operations. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, if related. Physical Requirements: The work is generally sedentary. Typically, the employee may sit comfortably to do the work. Work is generally performed in an office setting with significant time involved on computer systems. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. Since patient care is provided at various locations, the incumbent would be driving to these location on periodic basis. There are no special physical demands required to perform the work.
