Major Duties:

  • Serves as a Youth Program Specialist and recognized subject matter expert within HQ IMCOM G9, CYS Programs. Ensures youth programs conform to all applicable federal laws; DoD and Army policy and standards; and with the most current applicable industry practices. Responsible for providing regulatory oversight to CYS programs serving youth 11-18 years. Develops training and assists Garrison youth programs to implement and integrate 4-H and Boys and Girls Club of America (BGCA) curricula. Assists Garrisons in implementing self-assessment tools such as the Army's Youth Program Environmental Rating Scale (YPERS). Communicates program's strategic key messages through written and visual mediums such as information and staff papers, slides, reports, flyers and brochures. Develops and revises operational guidance to assist professional staff in carrying out their assigned duties in areas such as: Budget, personnel management, youth accountability, staffing and ratio management, staff observations, training, and customer service. Applies professional knowledge to review and implement DoD and Army youth program guidance through IMCOM Directorates (IDs) and Garrisons. Develops draft program materials and updates to operational guidance. Provides technical assistance, coordination, and maintenance of staff credentials, program planning, accreditation/certification, and communication initiatives. Recommends program changes based on trend analysis, research findings, and assessed needs. Works cooperatively with other CYS Services branches and staff to ensure general effectiveness and consistency with current youth development and educational philosophy, objectives of the program, and policies of the organization. Coordinates ID and Army Teen Panels. Provides assistance to IDs and Garrisons to plan and execute Youth Leadership Forums (YLF) by ensuring program content is relevant and up-to-date. Facilitates teen group sessions during YLF and assists youth in preparation of briefings to senior leadership. Develops contract specifications to include acquisition plans and statements of work for program materials and services. Serves as primary POC and contract representative for BGCA and other youth community outreach programs.

Qualifications: RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. 1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, human development, elementary/secondary education, youth recreation, K-12 physical education, youth sports and fitness/kinesiology, youth recreation, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child psychology, sociology of the family, developmental psychology, social work with youth/family emphasis); OR 2. Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study. In addition to the above, candidate must possess program administration experience which included the management and delivery of large facility-based youth programs (i.e., Middle School/Teen Centers, and/or School Age Care facilities) or installation Family Child Care (FCC) Programs. This experience must have included: 1. Leadership experience; financial management; personnel management; curriculum development and implementation; conducting staff training; and evaluating program effectiveness and youth development outcomes against applicable standards, policies, and procedures. 2. Must have experience in implementing 4-H and/or Boys and Girls Clubs of America curricula. 3. Must have experience interpreting policy and drafting operational guidance. 4. Demonstrated communication skills sufficient to provide formal written and verbal presentations to leaders at the general officer/SES level. At least one year of experience as a CYS coordinator, CYS administrator (with responsibility for multiple programs), lead training specialist, youth training specialist, or program operations specialist. 2. Experience working in CYS programs at the region/directorate, major command, HQ, or equivalent level. 3. A master's degree or higher in a discipline indicated above.
