Under the direct supervision of the Senior Manager, Workplace Services, you will be responsible for overseeing outsourced Facilities Management services across BMO’s real estate portfolio. The role ensures that the service provider fulfills all contractual obligations and delivers consistent, high-quality performance for the assigned portfolio.

Key accountabilities include maintaining safe, compliant, and cost-effective premises that meet operational requirements and support the business objectives of BMO’s lines of business.

Operational Oversight

  • Annual O&M Plan

    • Review and provide input to guide the service provider in their development of the annual Operations & Maintenance (O&M) plan to ensure proper forecasting and allocation for the assigned portfolio drawing extensively on analysis of historical trends; recommend to Senior Manager for further review and approval.

    • Review and recommend allocation methodology.

    • Act as the interface with BMO stakeholders to obtain their input and address their questions on the assigned portion of the annual O&M plan; recommend adjustments based on their input.

    • Track and monitor monthly progress against O&M plan through monthly reviews and quarterly reforecasts; Support trend analysis, assess against obligations and KPIs; recommend to Senior Manager for approval and maintain record of the approval.

    • Review and approve Service Provider (SP) action items to address internal and external issues affecting the unit’s ability to deliver according to plan.

  • Monitor Ongoing Financial and Operational Performance

    • Review monthly SP financials (actual O&M costs vs O&M plan) to identify questions or issues, track and monitor variance comments.

    • Concur with SP Monthly Funding request submission:  following SOP, prepare calculation to check SP submission vs BMO financial system records.

    • Save evidence of monthly financial reviews for audit purposes.

  • Annual FM Capital Plan Support

    • Support Workplace Services Capital Planning Manager by providing comment and feedback on known building conditions or other FM issues that impact the annual FM Capital Plan and associated programs.

  • Workplace Services Business Planning

    • Support overall Workplace Services business planning activities, including developing and delivering assigned annual priorities and goals etc.

  • Project Management Support

    • Represent Workplace Services and ensure FM is appropriately engaged and supported so that operational requirements (coffee, etc..) are considered throughout projects and confirm move/relocation coordination communication prior to distribution.

    • Act as first escalation point to resolve issues with acceptance of Project Handover to Facilities Management if requested by Service Provider Facilities Management team (who accepts the handover)

    • If a new project or site increases the square footage (SF) under management of Service Provider, review and recommend updated SF under management file to Senior Manager for approval.

  • Incident and Emergency Response Management

    • First BMO escalation point for SP to raise incident; follow established process for resolution.

    • Support Incident Management activities and reporting requirements.

  • Process Development and Improvement

    • Provide leadership and direction in the continuous process improvements for BMO’s internal Workplace Services standard operating procedures, processes for managing outsourced service provider…recommend for Senior Manager Approval, including how financial reviews, funding request concurrence, quarterly physical security attestations database enhancements for records retention audit, etc. that will benefit our stakeholders.


Relationship Management

  • Build and sustain a collaborative partnership with Workplace Services peers, CRE peers (Transaction Management, Project Management, Critical Environments), BMO internal business partners, (including Lines of Business (LOB) occupants of office space, Technology, Security) Property Management (if escalations) and service provider to maximize relationship effectiveness.

  • Track, manage and close out escalations from stakeholders to mitigate negative feedback and risk. Bring forward issues at recurring.

  • meetings for updates and resolution.

  • Support Service Provider who runs Building Forums – provide feedback on materials, topics, priorities, agenda items.

  • Review and approve select Facilities Communications to the LOBs


Governance of Service Provider

  • Support the Senior Manager in contract obligations management by tracking the receipt and appropriate approvals of Service Provider’s and BMO’s deliverables relating to Facilities Management; recommend approval of specific deliverables to Senior Manager as required in process documentation.

  • Attend and provide feedback re Monthly Service Review meetings with the Service Provider and with Corporate Real Estate and the business partners.

  • Receive, review, comment on governance reporting including KPIs, CMMS, WO status, aging, SLAs etc..; Recommend to Senior Manager for approval.

  • Develop and ensure adherence to internal CRE Workplace Services standard operating procedures, ensuring compliance with BMO directives, governmental and regulatory requirements.

  • Track and monitor that Service Provider is completing building condition inspections; raise issues with Senior Manager for awareness and action.

  • Manage and resolve LOB escalations, complaints etc. with awareness and support from Senior Manager as required.

  • Perform regular Spot Checks of Service Provider for FM related services, Review with Senior Manager for awareness and action.


Risk Management

  • Support Senior Manager in documentation of processes, risks and controls.

  • Act as the first line of defense/prime interface for all Workplace Services risks within the assigned portfolio; reach out to other Workplace colleagues as need to obtain their input or evidence and provide consolidated feedback to Senior Manager for awareness or further action.

  • Accountable for Quarterly and Annual US Office Building Access Attestations – review BMO and SP requests, consolidate, attest and provide updated roster to FCU, maintain attestation and approvals records. 


Experience

  • 5-7 years’ experience working in Facilities Management or Property Management industries.

  • Experience in a Financial Institution is an asset.

  • Facility Management Professional (FMP) – IFMA, Real Property Administrator (RPA®) – BOMI International or similar designations will be considered an asset

  • Experience managing outsourced service providers is an asset.


Knowledge

  • University degree or equivalent work experience

  • Understanding of contract management and outsourcing agreements

  • Knowledge of Facilities and Property Management industry and practices

  • Understanding and experience with business process improvements

  • Understanding and experience in managing Real Estate-related regulatory compliance obligations  


Working Conditions

  • Primary work location is Chicago Head Office with in-office requirement in accordance with enterprise.

  • Periodic travel across the US

  • Because the position can work in a mobile environment, position will sometimes operate remotely and in an independent manner from the rest of the team and stakeholders.

  • Some work beyond business hours

Salary:

$74,000.00 - $138,000.00

The above represents BMO Financial Group’s pay range and type.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
