JOB SUMMARY
The Work Planner is responsible for collaborating on medium to high complexity distribution project designs, designing the construction plan, reviewing material, creating work breakdown structures, and acting as a bridge between Distribution Design and Operations. The role requires independent judgment to determine the optimal construction methods, balancing budget, schedule, and resource constraints.
MAJOR RESPONSIBILITIES
The essential responsibilities of the job include but are not necessarily restricted to the following:
Design the construction approach and advise, review, guide, collaborate and provide technical input and recommendations for all aspects of designs prepared by engineering technologists.
Ensure designs are created in accordance with all applicable overhead and underground standards via written communication and active participation in Standards committees
Develop comprehensive labour hour, trucking, and equipment estimates (work breakdown structures for construction) in consultation with Engineering Technologists, Project Coordinators, Project Administrators, and Construction (both internal and external). This includes evaluating multiple construction options (e.g., live line vs. shutdown, crew sizing, seasonal timing) to optimize efficiency and cost.
Translate field conditions and construction constraints into accurate scheduling estimates and logical sequencing for execution.
Perform site visits to scope and identify unique site conditions (e.g., access issues, environmental factors) and make recommendations to Engineering Technologists, Project Coordinators, Project Administrators, and management.
Assess, create and evaluate options with risk, and select the specific construction methodology and risk mitigation strategies to be used.
Serve as a liaison between Design and Operations, representing the field during the initiation, design and pre-construction phases of a project.
Partner with Project Coordinators to provide estimates aimed at facilitating the cost of civil and electrical construction and managing budget impacts ($400k - $6M range) through precise labor and material planning.
Review and validate bills of material for projects to ensure they are complete and accurate, and suggest corrections as required.
Strategically plan material requirements to avoid excess inventory liability, ensuring alignment with the construction sequence.
Review construction packages and consult with procurement to ensure all material is available and long lead and special order material has been ordered.
Review construction packages, provide feedback based on site conditions, ensure that on-going system operability and maintenance are integrated, design standards are met, and estimates and labour hours forecasts are accurate.
Exercise latitude in determining personal workload priority and project sequencing to meet annual design and construction deadlines.
The Work Planner may be required to create and submit material requests and returns in conjunction with Project Coordinators/Administrators, project schedules
Assist and advise on the scope/estimates of: civil work requests, road cut permits, single lines, GIS updates, and circuit maps development
Actively participate in project closure meetings to provide input on lessons learned and opportunities to improve future projects
Make recommendations for distribution system improvements and opportunities for efficiencies for consideration by Asset Planning
Where required confirm contractors working for Hydro Ottawa work in accordance with the Electrical Utility Safety Rules, the Utility Work Protection as required
Assess project construction packages for applicability of Code, Hydro Ottawa Standard Work Methods, E&USA Safe Practice Guides, the Occupational Health and Safety Act, Safety Construction and Industrial Regulations, Municipal By-laws or any other Provincial/Federal Regulation or Act.
Observe all Hydro Ottawa safety standards and ensure work practices are in compliance with the Occupational Health and Safety Act and any other applicable legislation. Report any unsafe conditions
Review processes and procedures to identify opportunities for continuous improvement to increase efficiency and effectiveness
Liaise with program managers, project managers, project coordinators, project administrators, suppliers, subcontractors and regulatory authorities to ensure designs are constructible and construction plans are achievable within all internal and external constraints for scheduling the work.
Perform other related duties as required
EDUCATION AND EXPERIENCE
Minimum 7 years electrical utility trades Journeyperson experience; OR
Relevant construction diploma/degree plus minimum 10 years construction related experience
ADDITIONAL REQUIREMENTS
Valid driver’s license – Class G
Successful completion of Driver Competency Assessment
Government of Canada security clearance
English essential, both oral and written
Bilingual (English and French) considered an asset
The terms and conditions of employment for this position are governed by the collective agreement between Hydro Ottawa Limited and IBEW Local 636.
