WGL - Manager, Operations Geo Spatial
Washington Gas has an immediate opening to manage GIS, Mapping, Digital Records, Recordation & Invoicing and Survey teams out of our Springfield, VA Operations Center.
You Will:
• Manage multiple departments, associated supervisors and direct assigned employees, including hiring, evaluating, training, performance management, compensating, motivating, coaching, and developing goals and procedures to ensure the achievement of goals
• Consults with and acts as liaison to end users, management, vendors, other government agencies, and IT resources within the Company’s service territory
• Manages 200K+ annual new field documents required for safety and compliance, representation of system support for all compliance audits
• Responsible for the management of multiple large international firms supporting critical geospatial infrastructure including all gas assets, land base data, building information, addresses, and roadways within company territory
• Responsible for internal and external support teams in excess of 50+ employees
• Manage oversight of all contractor invoicing for construction and maintenance activities of all regions at WGL that is final approval of payment for annual spend of +$400,000,000.
• Manages $400M+ new Geospatial infrastructure annually and corresponding field notes
• Maintains 2M+ existing Geospatial infrastructure assets and corresponding field notes
• Responsible for design, build, and growth of GIS within the company
• Work with other teams and departments within the company to understand business processes to design, build and implement GIS platforms per requirements and needs
• Performing QA/QC of GIS data including review for accuracy and completeness
• Develops and implements process controls and tools resolve issues, to improve information accuracy & completeness and to improve efficiency
• Documenting technical GIS procedures and metadata of GIS datasets, as well as defines inter-departmental business processes.
• Administering the central repository for GIS information and establishing procedures, conventions, quality assurance and documentation to best practices and business policies
• Design and Develop GIS technology that improves safety and improves reporting for compliance
• Adapting and performing spatial analysis to resolve complex GIS mapping problems and developing solutions
• Works collaboratively with IT group and contractors to establishes and continuously improve systems, policies and processes
• Continue to automate Records processes to align with companywide paperless workflows
• Represents the Company's interests before external audiences, to include providing expert witness testimony and contractual negotiations and collaboration with external audiences to review and evaluate the effectiveness of existing programs, guidelines, systems, and services within the assigned unit
• Develops and implements a companywide Strategic Sourcing Plan for the GeoSpatial area
• Conducts and directs the development of queries and analyses using spatial and non-spatial databases to assist with planning, maintenance, and operational issues
• Manage contractor work assignments for accuracy and timeliness
• Ensure accurate annual O&M/Capital budgeting is aligned between each team
• Accurate and timely invoicing and payment of all contractor invoices and assigned ROW fees
• Manage companywide Land Right requests including quit claim deeds, ROW, easements
• Manage Survey team and requests for all field check verifications for staking, locating and preliminary requests
• Support customer Mapping portal and requests
You Have:
• Bachelor's Degree Geographical Information System (GIS), Computer Science, or related field preferred
• 7+ Years working experience implementing GIS enterprise business solutions, survey, and/or utilities mapping database development required
• 3+ Years of direct supervisory experience
• Experience and demonstrated working knowledge in the integration of GIS with work management, network analysis, SCADA, customer information, document management systems and other relevant enterprise IT systems
• Demonstrated working knowledge of mapping systems, construction drawings, and drafting software applications such as AutoCAD or Microstation
• Proven ability to use computer software and applications, including Smallworld, ESRI ArcGIS, AGOL, Utility Network, and ArcPro
• Demonstrated ability to present diverse ideas logically and concisely both verbally and in writing
• Demonstrated ability to establish rapport and effective working relationships with business partners, supervisors, subordinates, and peers
• Demonstrated ability to successfully influence/persuade/implement to achieve desired business outcomes
• Demonstrated ability to effectively evaluate multiple scenarios and to implement effective solutions to broadly defined business problems
• Demonstrated ability to effectively communicate complex messages to diverse audiences at all organization levels
• Demonstrated ability to simultaneously manage multiple projects and processes
• Demonstrated understanding of relevant regulations, e.g. DOT 192, damage prevention laws, etc., preferred
We offer a competitive salary range of $122,000.00 to $177,250.00 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
