Job Description:

Program Quality and Technical Leadership (40%)

  • Support the WASH Program Manager to develop, update, and apply WASH technical minimum standards and guidelines aligned with Government of Timor-Leste and WVI standards for WVTL staff and implementing partners.

  • Lead technical assessments and provide design options for inclusive and climate-resilient rural WASH infrastructure, including community water systems, schools, and health care facilities.

  • Develop, review, and approve technical designs and documents in collaboration with government WASH actors, climate change stakeholders, program teams, and community leaders.

  • Ensure WASH interventions integrate Disaster Risk Reduction (DRR), climate change adaptation and mitigation, Nature-Based Solutions (NbS), and Integrated Water Resources Management (IWRM) using participatory approaches.

  • Support alignment of WVTL WASH priorities with country, regional, and global WASH strategies.

  • Lead technical inputs for project planning, budgeting, implementation, and reporting to ensure timely and high-quality delivery of WASH infrastructure and services.

  • Ensure effective and technically sound implementation of WASH initiatives in the project areas

Monitoring, Evaluation, Accountability, and Learning (MEAL 20%)

  • Support Area Program teams in WASH-related annual planning, budgeting, and expenditure tracking in line with approved financial plans and donor requirements.

  • Provide technical support for WASH proposal development, donor reporting, business planning, and strategy development in collaboration with the WASH Program Lead and GAM team.

  • Monitor WASH projects throughout the project cycle from feasibility and design to construction, operation, and evaluation using mWater and other digital monitoring systems.

  • Lead analysis of baseline and endline data to support evidence-based decision-making, learning, and reporting.

  • Coordinate and strengthen the use of mWater as the national WASH information system to support WVTL, regional, and global WASH reporting and business planning.

  • Contribute to MEL processes by capturing lessons learned and applying findings to improve program quality and sustainability.

Learning, Research, and Knowledge Management (10%)

  • Analyse and produce technical reports on climate change and WASH, including cost analysis, system performance, and sustainability data.

  • Lead or support learning and research initiatives related to climate-resilient and inclusive WASH programming.

  • Develop learning products such as case studies, technical briefs, and briefing notes to document innovations, challenges, and achievements.

  • Stay updated on global and national WASH and climate change developments and proactively share relevant knowledge with WVTL, regional teams, and partners.

Advocacy, Coordination, and External Engagement (15%)

  • Coordinate and support engagement with key stakeholders and government institutions (e.g. DNRAS, NDCC, SMASeA, PARTISIPA, BTL, PNDS) to ensure WASH technical solutions respond to community needs and local context.

  • Support WVTL representation in national and municipal coordination platforms, including WASH technical working groups, national WASH forums, and WASH cluster meetings.

  • Collaborate closely with municipal teams, regional teams, and other WV departments to ensure integrated and technically sound programming.

  • Provide technical inputs to advocacy initiatives and support policy engagement related to water security, SDG 6 indicators, and national development plans.

Capacity Building and Technical Support:

  • Support national WASH technical capacity strengthening by working closely with Project Managers, Project Coordinators, Area Program Managers, Program Quality, and P&C teams.

  • Identify technical capacity gaps and develop and implement a capacity-building plan focused on inclusive and climate-resilient WASH.

  • Provide mentoring, coaching, and technical training to WVTL staff and implementing partners to strengthen WASH design, implementation, monitoring, and sustainability.

General Responsibilities

  • Attend and participate in weekly chapel services and regular devotional meetings.

  • Support in hosting the visits of sponsors, donors, Stakeholders and WV staff from other.

  • Assist in humanitarian emergency disaster response

Required Professional Experience

  • Minimum of 5 years’ professional experience in WASH programming, particularly in rural and community-based contexts.

  • Proven experience in technical assessment, design, and supervision of WASH infrastructure projects using engineering design software (Epanet, AutoCAD, GIS, Sketchup. Etc).

  • Demonstrated experience integrating climate resilience, DRR, and Nature-Based Solutions into WASH programs.

  • Experience working with government agencies, NGOs, donors, and community structures.

  • Experience using digital WASH monitoring systems, preferably Water.

  • Experience contributing to proposal development, donor reporting, and technical documentation.

Required Education, training, license, registration, and certification

  • Bachelor’s degree in civil engineering, Water Engineering, Environmental Engineering, Public Health (WASH focus), or a related field.

  • Postgraduate qualification in WASH, Climate Change, Environmental Management, or Development Studies is an advantage.

Preferred Knowledge and Qualifications

  • Proficiency in Technical design Software (Epanet, AutoCAD, Sketch Up and GIS) and mWater WASH program Monitoring tools.

  • Strong technical knowledge of WASH standards, engineering principles, and inclusive design.

  • Good understanding of climate change adaptation and mitigation in WASH.

  • Strong analytical, reporting, and documentation skills.

  • Effective coordination, facilitation, and stakeholder engagement skills.

  • Ability to mentor staff and partners and work effectively in multidisciplinary teams.

  • Willingness and ability to travel to field locations.
