Job Summary: The Air Traffic Organization (ATO) comprises 35,000 controllers, technicians, engineers, and support personnel whose daily efforts ensure that aircraft are safe, separated, and on time. The Office of Safety is composed of highly skilled experts who proactively identify and mitigate operational risk in the National Airspace System.

Major Duties:

  • The Vice President (VP) oversees a complex, multifaceted, multidisciplinary organization with multiple funding streams to deliver premier-quality, data-informed safety trends, mitigations, and data management to reduce risk to the National Airspace System (NAS). The VP leads organizational efforts to manage risk, ensure compliance with quality standards, conduct quality control validations, instill an open culture of disclosure, educate employees, and promote continuous improvement. The VP oversees the conversion of safety and quality data into management information and establishes policies for the Air Traffic Organization (ATO) and safety programs. Principal Responsibilities Provides leadership, direction, and guidance to a multi-layered organization comprised of several directorates, groups, and teams responsible for ATO safety programs. Directs the establishment of policies, standards, and procedures with respect to operation, safety, quality assurance, and quality control programs for the ATO assigned by rule, regulation, or order under such terms, conditions, and limitations as deemed necessary, modifying or revoking such policy when required. Oversees the ATO Safety Management System through voluntary employee safety reporting programs for air traffic controllers, technicians, federal contract towers, and engineers. Directs all activities supporting the continuity of ATO safety programs with a focus on continuous improvement of operational safety. Continually interacts, communicates, and collaborates with senior executives and managers within the FAA, key representatives of Congress, other Federal agencies, state and local governments, national groups, and the aviation industry to ensure the global harmonization of safety management and air navigation.

MANDATORY TECHNICAL REQUIREMENT (TR): TR: Experience leading and providing strategic direction for a large transportation-related organization responsible for the development, execution, and oversight of air traffic operational safety programs, identification and mitigation of operational risks and safety trends that impact service quality, and safety management system (SMS) implementation. ELD 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ELD 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a current member of the FAAES, Career SES, or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have Career SES reinstatement eligibility, you do not need to address the ELDs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the FAAES.
