As a core member of the China Executive Management Team (CNET), you will be responsible for defining and leading the strategic landscape for National Market Access. In this People Leader role, you will be reporting to the CEO of Roche Pharma China and will be based in Beijing or Shanghai.
You will lead a multi-functional team spanning Pricing, Health Economics and Outcomes Research (HEOR), Medical Insurance Reimbursement, and Access Strategy. This position works to build a full lifecycle access management system, leveraging deep policy insights and government relations to shape the macro-access environment and drive long-term sustainable business growth.
Strategic Leadership: Defining the mid-to-long-term blueprint for national market access, translating access strategies into core drivers for business growth.
Access Strategy & Innovation: Designing innovative pricing and access paths—including National Reimbursement Drug List (NRDL) negotiations and commercial insurance—to maximize product reach and affordability.
Evidence & Value Communication: Leading HTA strategies and economic modeling to build scientifically persuasive value dossiers that support successful reimbursement.
Systemic Environment Shaping: Proactively identifying and addressing access barriers within the healthcare system to promote a more transparent and sustainable environment.
Stakeholder Management: Acting as the primary liaison with the NHC, NHSA, and other ministries to maintain high-level trust and effective communication on key access issues.
Organizational Evolution: Coaching and empowering a high-performance, agile organization, fostering a talent pipeline recognized as an industry benchmark for access expertise.
Global Collaboration: Representing the China market within the global access community to share local insights and contribute to global access methodologies.
Master’s degree or above in Economics, Science, Life Sciences, Public Health, or Public Policy.
15+ years of experience in the biopharmaceutical or healthcare industry.
Extensive experience leading large, diverse, or cross-regional teams with a recognized reputation for leadership.
Deep background in market access, pricing strategy, or health economics; experience leading complex NRDL negotiations is highly preferred.
Ability to project the industry landscape 3–5 years into the future and translate that vision into actionable business paths.
Exceptional skills in persuading high-level stakeholders using data, logic, and a shared vision for innovation.
Ability to lead through uncertainty while maintaining strategic focus and adhering to the highest compliance standards.
Willingness to travel frequently (more than 50% of the time).
