UTILITIES MAINTENANCE TECHNICIAN II

Utilities Office Building Full time

Daily operates, maintains, and inspects all County owned and operated water distribution and wastewater collection systems and facilities to insure proper operations.

Performs routine and exceptional maintenance on all equipment required to insure satisfactory operation.

Troubleshoots systems to determine proper corrective actions to ensure public safety as it relates to the Utilities department equipment.

Daily maintains maintenance records, reports and files in accordance with State and Federal requirements and daily operating procedures.

Orders and ensures the proper maintenance of equipment, supplies, tools and materials; coordinates the use of available equipment.

Regularly coordinates maintenance repairs with contractor; provides contracted operators with all available as-built information on systems as required.

Operates heavy equipment such as crane, vacuum truck, and use of high pressure jet cleaning machine as well as other equipment.

Periodically coordinates new connections to County owned water and sewer systems and assists in formulating plans to meet the needs of water/sewer systems.

Routinely performs sewer inspections to determine and ensure compliance with all County regulations and standards

Ensures the timely completion of work order requests.

Periodically assists in the preparation of engineering plans, estimates, specifications and maps for utility projects. 

Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, answering the telephone, entering and retrieving computer data, etc.

Attends meetings, training, seminars, etc., as appropriate to maintain knowledge of current legislation, trends and technology in public utilities operations and administration.

Regularly performs routine housekeeping to include, but not limited to building maintenance, grass cutting, general site maintenance, etc.

Works outside of regular work schedule to include on-call, holidays, nights, and weekends when needed.

Considered essential employee in the event of inclement weather or emergency conditions.

All other duties as assigned.

LANGUAGE REQUIREMENTS:

Requires reading professional literature, technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form; makes oral presentation to groups of employees, other public and private groups

REASONING REQUIREMENTS:

Requires constant problem-solving. Be able to analyze and use logic to justify decision making process.  Must be able to perceive off normal conditions.

MATHEMATICAL REQUIREMENTS:

Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes.

EXPERIENCE REQUIREMENTS:

Requires three years of skilled work experience or

Associate's degree in a related field.

VOCATIONAL/EDUCATIONAL PREPARATION:

Requires high school diploma, GED or equivalent.

SPECIAL CERTIFICATIONS AND LICENSES:

Must possess a valid state driver’s license. 

Possession of South Carolina Commercial Driver’s license is preferred. Must obtain “B” Commercial Driver’s License within 24 months.

Must have Class “D” Water Distribution and Class “D” wastewater Collections Licenses or be able to obtain within 6 months of hire. Class “C” Water Distribution and Wastewater Collections licenses preferred.

May require pursuing higher certifications/licenses.

PHYSICAL AND DEXTERITY REQUIREMENTS:

Requires heavy work that involves walking, standing, climbing, balancing, stooping, crouching, shoveling, crawling, reaching, and constantly lifting, pushing or raising objects, exerting between 35 to 50 pounds of force on a recurring basis and 100 pounds of force on a frequent basis.

ENVIRONMENTAL HAZARDS:

This position is a safety sensitive position.  The job may risk exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, heights, toxic/caustic chemicals, confined spaces, animals/wildlife, disease/pathogens, poisonous plants, trees, shrubs, difficult terrain, pressurized system.  May require wearing respirators in needed areas.
