Tribal Technical Project Specialist- REMOTE

ICF’s Early Education Services Line of Business seeks a Technical Project Specialist to support a large early education training and technical assistance (TA) team on early care and education (ECE) projects. The Technical Project Specialist contributes to the development of innovative, high-quality products and services in support of the Tribal Capacity Building Center (TCBC), a contract with the Office of Child Care (OCC), Administration for Children and Families. The position supports a team of subject matter experts (SME) in child development or ECE who work with Tribal Child Care and Development Fund (CCDF) grantees on all aspects of CCDF program implementation. The TCBC team supports grantees through delivery of TA and training tasks, including resource development, event planning, data collection, and reporting. 

The ideal candidate will have a background in digital content strategies, strategic communication, and best practices for web-based materials, HHS 508 accessibility guidance, data reporting, and design of TA events. They will excel in developing and reviewing materials and creating content that motivates, inspires, educates, and informs across a wide variety of digital platforms. They will support the delivery of TA and training tasks, including resource development, event planning, data collection, and reporting. 

Key Responsibilities:

  • Support OCC designated priorities and special projects, including development of TA materials (e.g. issue briefs, handouts, brochures, checklists, presentations, and webinars).
  • Participate in and/or lead various workgroups as requested by the client, Project Director (PD), or the Deputy Project Director (DPD), and as relevant to the project’s work. 
  • Work with the DPD to ensure that resources are created timely to support training, TA delivery, and OCC requests.
  • Assist in clarifying, refining, and strengthening data and reporting integrity and protocols, as needed.
  • Support the development of systems for tracking data and information used for reporting, project management, and internal training opportunities.
  • Work with the DPD to develop the TCBC Resource Development Strategy. Support quarterly review and updates to the TCBC Resource Development Strategy.
  • Maintain a library of TCBC approved templates.
  • Develop high-quality written and visual content for various TA and training resources, including infographics and other innovative data visualization approaches
  • Work with the Subject Matter Experts and team members to develop, design, and deliver targeted and universal training events (national and cross-regional face-to-face trainings and webinars, peer learning groups, and communities of practice).
  • Determine the clearest and most logical way to present information for greatest reader or participant comprehension by using instructional design, adult learning principles, and Indigenous Storywork as the TA approach is developed. 
  • Provide guidance to content developers on the OCC style guide and implement quality assurance processes on all written products. 
  • Ensure the design of resources are based on the OCCs Style Guide, on TCBC approved templates, and meet 508 coding specifications to ensure alignment and consistency in messaging, branding, and style.
  • Maintain a tracking process for all resources including development, review, editing, 508 coding, and publishing through innovative workflow solutions that meet established project procedures.
  • Review and/or copyedit content developed by other members of the team to ensure voice, grammar and style is on point and complex concepts and language is updated to plain language.
  • Support the 508-coding process and final publication of written products and other deliverables to the OCC website. 
  • Manage updates to the OCC website based on TCBCs Work Plan. 
  • Maintain an inventory of products developed and creation of a transition plan in preparation for contract completion.
  • Maintain OCC Tribal CCDF contact information by working with the TA Manager, Senior TA Specialists, and TA Specialists monthly.
  • Assist the PD and DPD in the completion of the TCBC monthly and annual reports.
  • Work closely with the SME team to provide Tribal grantees an updated Resource Bulletin that contains a hyperlinked list that could assist them in the improvement, management, and provision of their CCDF services, on a quarterly basis.

Basic Qualifications:

  • Bachelor’s degree, preferably in early childhood education, English or communication, and public policy or administration. 
  • 5+ years of experience in early education and care programs or systems, or public policy implementation or administration, or grants management for programs that support children and families.
  • 5+ years of experience developing training and technical assistance resources and assistance within early care and education, including consultation, presentation, and facilitation skills. 
  • 2+ years of experience with digital content strategy, audience engagement, and communication best practices, reporting writing.
  • 2+ years of experience in project management, implementing management processes, and supporting team members use of appropriate tools, guidelines and processes that support quality services and deliverables.
  • 2+ years of experience with data aggregation and reporting, including use of Excel, Smartsheet, and data visualization tools.
  • Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint, Teams).

Preferred Skills:

  • Masters’ degree, preferably in early childhood education, English or communication, and public policy or administration. 
  • Experience in writing plain language, audience driven content.
  • Experience in qualitative and quantitative data aggregation and reporting. 
  • Experience with design software (such as Canva) and supporting graphic design tasks. 
  • Experience with website management and web-based quality controls.
  • Experience with leading collaborative workgroups to consolidate feedback, develop recommendations, or develop resources. 
  • Experience with e-learning, virtual meeting, webinar, and digital work management tools including SmartSheet, Power BI and Mural.
  • Experience with implementing remediation processes to ensure compliance with HHS 508 accessibility guidance.
  • Experience applying adult learning principles to develop technical assistance and training resources.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$67,020.00 - $113,934.00
