Job Summary: About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence - Non-Commissioned Officer Academy at Fort Gordon, Georgia.

Major Duties:

  • Analyzes input and formulates CCoE NCOA School’s response to Training Requirements Arbitration Panel (TRAP) actions to change execution year programs.
  • Participates in Signal, Cyber and Public Affairs training summits, and schedules training management meetings to coordinate support quality control of final products
  • Reviews, maintains, and monitors the TRAS documents (e.g. Individual Training Plan (ITP), Course Administrative Data (CAD) and Program of Instruction (POI) to ensure proper resource allocations.
  • Reviews, staffs, and actions all proposed changes to training.
  • Ensures the preparation and scheduling of resident instruction is in accordance with approved POI's and employs the most effective and efficient use of its resources, i.e., personnel equipment, facilities, generates short- and long-range calendars.
  • Reviews and validates the quality of assigned courses and courseware through visits to training sites, review of evaluation questionnaires, and analysis of available data.
  • Conducts formative evaluation to include the critical data collection points and the most appropriate data collection instruments.
  • Designs surveys, conducts observations, and needs analysis to determine professional development requirements.
  • Maintains professional relationships, serves as a liaison amongst external and internal agencies.
  • Provides instructional guidance, policy, and assistance to faculty and course managers in planning, implementing, and evaluating training programs that are responsive to immediate and long-range needs and goals of the Cyber Center of Excellence.
  • Supports instructor certification processes, conducts observations and evaluations of training and education to improve instructional programs.
  • Develops and implements special projects designed to improve procedures, respond to a general tasking, answer internal, external, and higher headquarters inquiries, or correct a deficiency affecting units.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Coordinating with internal and external training departments to prepare for the Training Requirements Analysis Systems (TRAS) program and other training actions, such as TNGSPT1 access in the Army Training Requirements and Resources System (ATRRS), 2) Participating in Structure Manning Decision Review (SMDR), processing and participating within the Training Resources Arbitration Panel (TRAP) process. 3) Coordinating schedules for training management for quality control of final products, and 4) Utilizing the ADDIE process to prepare audits, conduct briefings, professional development sessions, and program evaluations to provide guidance to faculty. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
