The primary purpose of this position is to serve as the primary planner, organizer and manager of all DoD personal property moves for all DoD personnel in the Personal Property Section including informing and advising personnel of options available, both at government expense and at personal expense.

Major Duties:

  • Assists in planning and directing installation transportation operations for the movement of material and equipment. Assists and participates in the activities of the organization, ensuring that logistics workplace management related operations comply with legal and regulatory requirements and meet customer needs. Participates in special logistics workforce related operation projects and initiatives and performs special assignments. Represents the organization with a variety of installation and functional area organizations. Serve as the primary planner, organizer and manager of all DoD personal property moves for all DoD personnel in the Personal Property Section including informing and advising personnel of options available, both at government expense and at personal expense.

Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. or Experience: General Experience (for GS-5 positions): Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations. Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. or Certificate: Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience that provided a general knowledge and under-standing of traffic or transportation programs or operations; Analyzing, identifying, and resolving transportation issues or problems; Participating with establishing, revising, or reviewing policies, procedures, mission objectives, and organization design for staff. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 2. Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3. Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
