Job Summary: This vacancy is for a Trade and Industry Analyst in the Defense Industrial Base Division (DIB), Office of Strategic Industries and Economic Security (SIES), Office of the Assistant Secretary for Export Administration (EA), Bureau of Industry and Security (BIS) within the Department of Commerce.

Major Duties:

  • As a Trade and Industry Analyst, you will perform the following duties: Perform complex business and industry program management and associated functions addressing industrial base assessments, surveying U.S. industry, and national security investigations on the effect of imports; and mission elements such as the health and competitiveness of the U.S. industrial base critical to agency priorities and objectives. Develop and implement significant new program strategies related to the health and competitiveness of the U.S. industrial base under the Defense Production Act of 1950, as amended, Executive Order 13603 and the Trade Expansion Act of 1962. Plan, analyze, and provide delivery of major, high-priority services and products which are central to agency objectives; and deliver substantive support, assistance, and government to U.S. businesses and industries or to other government and private institutions for support in assigned program area. This includes the preparation and delivery of presentations in a variety of forums; and explaining complex and contentious issues in briefings or written communications. Analyze and evaluate key business and industry policy questions related to the U.S. industrial base, trade, national security, and/or critical technologies and contribute to significant agency decisions, policy recommendations and positions. Plan and manage delivery of major and continuing agency programs which are central to agency objectives including Section 232 investigations and reports, defense industrial base surveys and reports, and other industrial analyses. Develop and interpret agency policy related to the health and competitiveness of the U.S. industrial base, trade, national security or related issues and objectives. Promotional Potential: This position is being filled below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: To qualify at the GS-13 level, you must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Advising on programs or policies related to the health and competitiveness of the U.S. industrial base, and/or other programs or initiatives related to trade, industry, national security, and/or critical technologies; and Performing analysis and/or evaluating technical information or quantitative data related to the U.S. industrial base, trade, industry, national security, and/or critical technologies; and Producing memos, reports, briefing documents, white papers, memoranda, correspondence, testimony, and/or other written documents for management; and Providing briefings to senior leaders, industry representatives, and/or interorganizational partners.
