Major Duties:
- The United States Space Force (USSF) at MacDill AFB, Tampa, Florida is searching for a Protected band SATCOM Planner to support MD8 (NH-0391-03, GS-12/13 Equivalent). Description: Provides management and planning for user missions on DoD SATCOM constellations for RSSC-East. Engages in emergent, near, and long-range planning and provides or directs timely responses to requests for satellite resource access/allocations. Provides direct technical and operational planning, system configuration and operational mission support to assigned CCMD's in formulating and implementing operational plans, operational orders, and other operational directives involving the deployment of all CCMD forces requiring the utilization of DoD SATCOM. Maintains situational awareness of satellite access requests (SARs) for accuracy, assesses the requirements, develops technical and efficient solutions to satisfy the requirements, and provides quality control for satellite access authorizations (SAAs) to user and SATCOM Command and Control elements within timeframes established by higher authorities. Conducts operational planning and management actions for the orderly transfer of satellite control and management to the appropriate RSSC when deployment or satellite accesses cross regional boundaries. Initiates actions in response to user requirements to establish, upgrade, or phase-out particular satellite ground systems and facilities under Command control. Conducts extensive review and analysis of system's performance factors to ensure reliability and efficiency within established criteria. Studies proposed projects and long and short-range plans to determine impact on assigned missions. Determines the scope of SATCOM Research, Development, Test, and Evaluation (RDT&E) led by acquisition and contractor organizations. Apply new theories and concepts as required for new technology implementation. Writes, or assists in the writing of plans, including operational orders, system requirements, personnel determinations, and technical and operational parameters required for operational efficiency. Ideal Candidate: Keen knowledge of Protected band (AEHF) satellite systems, subsystems, terminals and ability to apply knowledge to mission sets. Ability to analyze, plan, and adjust work operations to meet C/S/A requirements and objectives within available SATCOM resources. Detailed knowledge of regulations, policies, operating instructions, and procedures as they pertain to Protected band engineering and system analysis, operational analysis, and operations issues. Ability to establish and maintain relationships with key individuals/groups with supported CCMDs and service components and other agencies as directed by DELTA 8. Ability to work rotating 12-hour shifts including weekends and holidays. Key Skills and Abilities: 1. Expert knowledge in a variety of professional, technical, and specialty fields based on formal education, professional training, and relevant work experience in DoD SATCOM to serve as the technical expert for the organization. 2. Knowledge of research, development, testing, and evaluation involving satellite communication user terminals and related ground systems. 3. Skill in researching data and recommending solutions to novel and unique SATCOM problems. 4. Ability to apply sound communications principles to develop and implement resiliency strategies, vulnerability assessments, and evaluate higher-level guidance and best practices. 5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. 6. With little to no guidance: organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. 7. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives, make recommendations, and take action.
