The Oregon Health Authority (OHA), Public Health Division (PHD), Health Promotion and Chronic Disease Prevention section is seeking a Tobacco Policy Specialist (Program Analyst 3).

In this role, you will assess and recommend program priorities that advance state objectives and align with funding requirements, while developing policies and procedures that support the mission of OHA-PHD and comply with federal guidance from the Centers for Disease Control and Prevention, Substance Abuse and Mental Health Services Administration, and the U.S. Food and Drug Administration Center for Tobacco Products.

As a Tobacco Policy Specialist, you will develop legislative concepts and policy recommendations that address chronic disease prevention and major risk factors, focusing on tobacco use and exposure. You will also provide strategic coordination to Local Public Health Authorities on the enforcement of state laws and the development, implementation, and enforcement of local policies related to chronic disease prevention and tobacco control.

Although this position supports a variety of policy initiatives, its primary focus is on tobacco policy—specifically technical policy development, analysis, and enforcement of the Indoor Clean Air Act. This role offers the opportunity to make a significant statewide impact through effective policy leadership and collaborative public health efforts.

What We Are Looking For

Minimum Qualifications: These qualifications must be reflected in your application for consideration.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years’ experience coordinating or administering a program

OR

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Note: Relevant knowledge and experience may include work in program development, program administration, program evaluation, building collaborative partnerships, and cultivating effective working relationships.

  • Experience understanding, interpreting, communicating, and applying laws, rules, statutes, policies, and procedures.

  • This announcement is for one, full-time, permanent, SEIU represented, Tobacco Policy Specialist position (Classification: Program Analyst 3) based in Portland, Oregon.
  • This is a hybrid position. “Review Section 4: Working Conditions” in the position description (linked above) for more information.
    • This position is primarily remote, with at least 95% of duties able to be completed from home using systems and technology. Occasional onsite work in a standard office setting is required, though there are no unusual physical demands. Office space is available for employees who prefer to work in person more often.
  • Employment is contingent upon a criminal records check that meets OHA criteria at the time of hire and throughout employment.
  • The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
