Health Safety and Environment (HSE)
Ensure that the terminal operations meet all Company Audit and Legal requirements through implementation and reinforcement of all Fire, Health, Safety, Environment and Security Regulations.
Responsible for coordinating, training and implementations of the emergency response plan.
Adheres to process safety practices and procedures (as documented) so that incidents may be prevented and/or mitigated via the identification, assessment and understanding of both minor and major hazards in terms of plant, process and people.
Conduct routine safety inspections and audit at depot level as required and maintain a risk register to ensure that installations are following applicable HSE legal requirements.
Conduct periodic safety drills and maintain safety critical equipment in good condition
Operational Excellence
Implement business plan for the Operations function (Managing and controlling the operation of the Terminal including receipt, storage, handling and distribution of bulk products in a safe and cost-effective manner) and provides required management information on a timely and accurate basis. The terminal manager is responsible for the total management and control of activities both in the office and yard operation.
Analyses and implements methods, systems and practices to improve efficiency and reduce costs ensuring the company’s reputation and license to operate is maintained by compliance with the relevant legislation and safety requirements.
Maintains full construction and operational records for the site e.g. drawings, maintenance details, records of modifications or excursions of plant outside of design operating conditions.
Reports on any issues that may have impact on the operations (both positive and negative).
Manage and control Marine operations at the terminal
Provide Statistical data on all business aspects as required from time to time
Work closely with Engineering team to ensure that a Preventative Maintenance (PM) philosophy is working in line within agreed targets to maximize equipment availability.
Provide operations support to ensure that Projects are delivered safely on time, on spec and within budget.
Business Controls
Maintains strict quality and quantity controls on stocks and deliveries including losses/gains/regrades and continually monitors the stock ownership position.
Manage financial and operational standards and ensure costs are being met by all users of the terminal.
Monitor and control financial and operational performance against targets, providing the required management information to the Team leader. This includes terminal annual operational budgets and maintenance budgets.
Provide daily, weekly and monthly reports namely HSE, Operational report, Oil Loss Performance and Maintenance report.
Overtime and any other report as may be directed by Regional Operations Manager.
People Management
Leads, motivates and coaches the team to deliver outstanding performance on HSE, Financial and People Measures and Operating Standards.
Sets performance contracts, conducts quarterly reviews and implements measures to optimize performance.
Maintain an enabling environment that promotes and recognizes individual and team efforts and develops the skills and capabilities of the team. Ensures that all staff has clear accountabilities particularly in respect to IMAS.
Manage career development and succession plans.
Selects, develops and manages relationships with contractors and third-party suppliers to ensure effective working practices and performance.
Maintains staff competency assessment and development records.
Stakeholder Relationship
Represents Impala in dealings with local government authorities and community groups affected and affecting Impala’s business.
Works closely with other business units understanding implications of broad decisions, and successfully implementing initiatives to achieve operational excellence.
Knowledge, Skills and Abilities
Education:
• Minimum Grade 12
• Diploma or Degree in Logistics or commercial or engineering-related fields
Experience:
• Possess a sound knowledge and on the job experience in Terminal and Transport Operation.
• Minimum of 5 (Five) years working experience is required.
• Thorough knowledge of HSE systems.
• Thorough knowledge of Terminal operations procedures, supply and logistics.
• Ability to work with diverse teams including management and third-party negotiations.
