Job Summary: The POC serves as the Pentagon Reservation's Public Safety Answering Point (PSAP). The mission of the POC, and particularly of the Telecommunications Equipment Operator, is to observe, receive, validate, and react to information regarding indications of potential threats to public safety, physical security breaches, or compromises of infrastructure integrity at Pentagon facilities in the NCR in order to provide a safe work environment for the DoW community and its visitors.

Major Duties:

  • Incumbent typical work assignments may include the following: The employee receives and monitors emergency and non-emergency requests by telephone or automatic alarms throughout the Pentagon Facilities. The employee operates a variety of communications equipment including, but not limited to, Computer Aided Dispatch (CAD), Enhanced-911 (E-911 ), Land Mobile Radio (LMR), Telecommunication Devices for the Deaf (TDD), and computers with general and specialized software common to the profession of public safety telecommunications. Identifies equipment malfunctions and implements established procedures to correct minor problems. Communicates equipment problems to the shift supervisor. Manages and maintains oversight of course material and instruction plans for the POC training course for newly hired Telecommunication Equipment Operators (TEOs).

Qualifications: In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-7 level, if you fulfill the following qualification requirement: One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-6) requiring application of the knowledge, skills, and abilities of the positions being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in 1) data entry and public safety operations knowledge; 2) communicating verbally and in writing. You may qualify at the GS-8 level, if you fulfill the following qualification requirement: One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-7) requiring application of the knowledge, skills, and abilities of the positions being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in 1) processing multiple requests for emergency service simultaneously without direct assistance from supervision; 2) applying knowledge of the capability of emergency vehicles and equipment to enable information relay during responses; 3) communicating verbally and in writing. You may qualify at the GS-9 level, if you fulfill the following qualification requirement: One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-8) requiring application of the knowledge, skills, and abilities of the positions being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in 1) communicating effectively, both orally and in writing to operate equipment used in a telecommunications center; 2) managing extreme or hysterical callers and calls requiring special handling, including mass casualty and weapons of mass destruction; 3) demonstrating proficiency in accessing, interpreting and responding to alarm conditions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. You must include a completed copy of the Military Reserve and National Guard Technician Disability PPP Self-Certification Checklist (DD-3145-2) to verify your eligibility for Military Reserve and National Guard Technician Disability preference. Retained Grade PPP Eligible: Retained Grade PPP applicants, must be selected and placed at the full performance level if determined well qualified. You must include a completed copy of the Retained Grade PPP Self-Certification Checklist (DD-3145-1) to verify your eligibility for Retained Grade preference.
