Technology Capability Enablement Lead

Summary:

The Technology Capability Enablement Program Lead shapes and scales RELX REPH’s technology capability portfolio—from strategy to execution. The role builds the roadmap, designs and delivers blended learning programs and certifications, mobilizes stakeholders, and measures business impact (skills, certifications, deployment readiness, internal mobility, value realization). It combines hands-on enablement (e.g., technology bootcamp, SME accelerator, targeted learning paths) with portfolio governance and continuous improvement, ensuring the workforce can deliver today’s offerings and is ready for future services

Accountabilities:

  • Capability Strategy & Portfolio Governance
    • Build and maintain a multi-year capability roadmap aligned to RELX REPH tech strategy and taxonomy (Infrastructure and Operations, Software Development, Data Research & Analytics, Service Delivery, User Experience, Info Security).
    • Define the capability portfolio (programs, learning paths, academies) and establish governance (steering cadence, intake, prioritization, OKRs).
    • Translate business outcomes into capability outcomes (proficiency targets, certification pathways, role-based curricula).
    • Scan emerging technologies; recommend where to build or partner (vendors, universities, certification bodies).
  • Program Design & Delivery (End-to-End)
    • Lead design and rollout of signature programs: e.g., Technology Bootcamp, SME Accelerator, Role-based Learning Paths, Targeted Skills Dev’t.
    • Use blended learning (live virtual, in-person, self-paced, labs/sandboxes, coaching, communities of practice) and job-embedded projects.
    • Curate and create content (playbooks, templates, reference architectures), leveraging internal SMEs and external vendors/certs.
    • Ensure scalability (modular content, localization, repeatable toolkits) and inclusive access. 
  • Stakeholder Engagement & Change
    • Act as the trusted advisor to Technology leaders and the Talent & Capability COE; align programs with divisional priorities and enterprise standards.
    • Drive change and communications (campaigns, enablement calendars, leadership briefings, community champions).
    • Manage vendor relationships (content, platforms, labs) and coordinate with IT, Security, and Compliance.
  • Measurement, Insights & Continuous Improvement
    • Define KPOs and leading indicators; instrument programs to track skill proficiency uplift, certification rates, impact to internal mobility.
    • Run feedback loops (surveys, assessments, manager 180s) and publish dashboards to leaders.
    • Conduct A/B improvements to content and delivery; iterate quarterly.
  • People Leadership & Community Building
    • Collaborate with various partners (program managers, instructional designers, lab admins, SME facilitators).
    • Build communities of practice, mentoring and peer learning structures; recognize SMEs/trainers.

Success Measures:

  • Establish and implement evaluation mechanisms (e.g., assessments, surveys, feedback loops) across all technology capability enablement programs.
  • Monitor and report on key success indicators such as bootcamp pass and placement rates, predictive hires utilization and deployment, learning paths completion and internal mobility.
  • Support data-driven decision-making through regular reports and provide insights and improvement recommendations to increase program impact and learner outcomes

Qualifications:

  • Bachelor’s degree in Computer Science, Engineering, or a related field.
  • Technical/Domain Exposure: I&O, Cloud, Data Analytics, Software Development, Security (in one or more areas)
  • Skills & Competencies: Strategic & systems thinking, program/portfolio leadership, enablement design & facilitation, stakeholder influence & communication, analytical & data-driven, collaboration & coaching.
