Job Summary: You will serve as a LEAD TECHNICIAN in the Combat Control System Management Off-Hull Assembly and Test Site (COATS) in Groton, CT of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14, and the NT-4 encompasses GS-11 and GS-12.

Major Duties:

  • You will lead activities and provide technical direction to approximately 25 technicians across EB, Groton and HII, Newport News as well as Installation personnel.
  • You will lead technical support for system update planning and delivery for VIRGINIA and COLUMBIA Class Submarines.
  • You will lead the successful execution of dockside test and evaluation of CCSM Modules.
  • You will manage on site personnel interactions with host facility (EB, Groton) such as negotiating workspaces, access requirements, shift rosters and schedule development for all activities on the CCSM module.
  • You will coordinate all technical interface tests and requirements with external interfacing systems to the combat system.
  • You will develop applicable test strategies for the new CLB Class submarine in support of PMS397 and SSP.
  • You will resolve conflicts associated with schedule or build issues and report the NAVSEA C5i Program Integration Team (CPIT) as the PMS450 representative.
  • You will prepare project task statements in support of the project leads for both the Virginia and CLB Class programs.
  • You will establish, maintain and execute a sailor technical orientation plan associated with new systems found on the CCSM.

Qualifications: FOR NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent) in Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge of Submarine Non-Propulsion Electronic Systems and Submarine Warfare Federated Tactical Systems. Skill in Project Management across multiple sites and personnel types. Skill in leading Submarine Combat Control Systems integration and longevity test and evaluation planning and events. Ability to communicate effectively both orally and in writing. Ability to lead government and contractor personnel. FOR NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: comprehensive knowledge of Submarine Non-Propulsion Electronic Systems, Submarine Warfare Federated Tactical Systems, including their lifecycle and future development. Advanced skill in Project Management across multiple sites and diverse personnel types. Demonstrated leadership in Submarine Combat Control Systems integration and longevity test and evaluation planning and events. Exceptional ability to communicate effectively both orally and in writing, from technical teams to senior leadership. Proven ability to cultivate and maintain strategic working relationships with technical leads and VIRGINIA and COLUMBIA Class lead shipyard personnel. Established leadership skills with the ability to mentor and guide both Government and Contractor personnel in demanding environments.
