Job Summary

Under general direction, plans, coordinates, directs, designs, and develops curriculum, and delivers all technical training programs to all levels and departments at Tulsa County, according to organizational requirements, produces training schedules and class agendas by performing the following duties.

  • Develop technical course curriculum and content using products including Microsoft Office, Adobe Creative Suite (Including Premier Pro and Audition), Articulate 360 (Including Storyline), and other software according to organizational objectives.
  • Create and edit video and audio content that is used for in-person and online training.
  • Create, manage and maintain the Workday Learning Management system, including course creation, learning campaigns and assignment administration. (other LMS knowledge acceptable, WLM training available)
  • Responsible for providing training reports and data using the Learning Management System (Workday Learning).
  • Partner with Human Resources and other Tulsa County leaders to identify needs-analysis to determine training needs that could be delivered through the Learning Management System (Workday Learning).
  • Responsible for creating and editing scripts for learning videos
  • Formulate training programs and schedules based on knowledge of identified technical training needs, or changes in procedures or services.
  • Select appropriate instructional procedures or methods such as virtual training, classroom instructor-led training, Learning Management System (LMS) Workday module training and one-on-one training.
  • Prepare training materials, including physical and digital presentations and worksheets.
  • Facilitate technical training sessions and workshops in groups and individually.
  • Arrange for and conduct on-site technical training when needed.
  • Observe and evaluate results of technical training programs.
  • Determine overall effectiveness of technical programs and make necessary improvements.
  • Meet periodically with leadership in all Tulsa County divisions to determine technical training criteria needs.
  • Schedule individuals for technical job-related skills training to improve individual work performance and meet job requirements.
  • Compile data and analyze past- and current-yearly technical training requirements to recommend budget needs and justify funds requested.

REQUIRED SKILLS, KNOWLEDGE, & ABILITIES 

Skill at communicating effectively with others. Must have excellent organizational and analytical skills. 

Knowledge of modern training techniques (physical and digital) and tools in technical subjects; and of designing technical course content.

Ability to quickly learn various software platforms that are used to conduct County business; to address training needs with completed course curriculum; and to speak comfortably to groups.

SUPERVISORY SKILLS                                            

This job has no supervisory responsibilities.

EDUCATION AND/OR EXPERIENCE                                              

Bachelor's degree in a related field from a four-year college or university; and over three years related experience; or equivalent combination of education and experience, substituting one year of additional experience for one year of the required education with a maximum substitution of four years.

LANGUAGE SKILLS                                                 

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS                                                   

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY                                              

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

COMPUTER SKILLS                                                 

To perform this job successfully, an individual should have knowledge of Database software; Internet software; Project Management software; Spreadsheet software and Word Processing software.

CERTIFICATES, LICENSES, REGISTRATIONS 

MCT (Microsoft Certified Trainer) is preferred but not required.

Workday Learning Certification is preferred, but not required

Valid Oklahoma Driver’s License possessed for at least 6 months preferred

Defensive driving with Tulsa County within 6 months of hired
