As a Staff Technical Services Project Manager (Level 5), located in Chandler, AZ OR New Church, VA you will be a linchpin in missions of paramount importance, defining the art of the possible from day one.
The Technical Services Project Manager (Level 5) will be reporting to the Operations Program Manager (OPM). The OPM organization is the primary interface between the program office, customer, and factory leadership. They are responsible for leading, communicating, and influencing across the organization and the customer. They will support all operations activities including cost, quality, and schedule. The Project Manager will be responsible for the operational performance for the lifecycle of the program from proposal through delivery.
Essential Functions:
Change agent to improve material flow and empowerment within subassembly integration utilizing lean practices and visual management
Assist in establishing and executing all operations plans, including material, manufacturing, integration of large and complex subassemblies with associated testing
Develop assembly and manpower forecast
Assist in proposal efforts for the operations team
Performing direct tasks and assuming individual roles as necessary to support the team and program objectives.
Establish methodology to ensure daily, weekly, and monthly objectives are achieved
Developing and maintaining a working knowledge of program scope, schedules, performance objectives, internal and external processes, guidelines, policies, and best practices, and ensuring that all functional team members are aware of and are compliant with these items.
Maintain ownership of the program’s operations EAC, budget and EVM reporting
Manage an integrated master schedule for the operation’s portion of the program scope
Prepare and present information relating to program status for both internal and external review
Identify project milestones, critical paths, and potential risks, and develop contingency plans to address them.
Facilitate regular meetings and communications to keep all parties informed of project progress, changes and issues.
This is a fully on-site position; hybrid or remote work is not available. Relocation is not offered.
Pay range inclusive of two locations and will vary based on site.
Basic Qualifications:
Bachelor’s degree with 12 years of related experience to include a background in Operations or Program Management/Military experience – OR – Master’s degree with 8 years of related experience to include a background in Operations or Program Management/Military experience
Must have the ability to obtain and maintain a U.S. Government Secret security clearance which typically requires US Citizenship
Strong MS Project, Excel, Power Point and Word skills
Previous experience leading a multi discipline team
Experience working with a manufacturing execution system (MES, SAP, PRISM)
Earned Value Management (EVM) experience
Ability to travel based on location - Arizona resident will travel 25%; Virginia resident will travel 10%

Experience as a Cost Account Manager (CAM)
Experience managing a Product line
Project Management Professional (PMP) certified
We work a 9/80 schedule (9 hours per day Mon-Thurs, 8 hours every other Friday with the alternate Friday off)

Primary Level Salary Range: $152,900.00 - $229,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
