Northrop Grumman Aeronautics Systems has an opening for a Technical Services Project Management to join our team of qualified, diverse individuals. This position will be in Palmdale, CA.  The Program Manager leads cross-functional teams to manage all phases of complex programs, overseeing cost, schedule, technical performance, and customer engagement while ensuring alignment with contractual and business objectives. Serves as the primary client liaison, driving proposal development, contract negotiations, project execution, and issue resolution to deliver high-quality results and expand business opportunities.  

Responsibilities:

  • Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.

  • Participates in the negotiation of contract and contract changes.

  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.

  • Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.

  • Develops new business or expands the product line with the customer.

  • Establishes design concepts, criteria and engineering efforts for product research, development, integration, and test.

  • Directs all program phases including oversight & management of ongoing projects.

  • Reviews status of projects and budgets; manages schedules and prepares status reports including establishing milestones and monitors adherence to master plans and schedules.

  • Responsible for the cost, schedule & technical performance of company programs or subsystems of major programs.

  • Assesses project issues & develops resolutions to meet productivity, quality, with client-supported goals & objectives.

  • Develops mechanisms for monitoring project progress & intervention and problem solving with support organization.

  • Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.

Basic Qualifications:

  • Bachelor’s degree with a minimum of 2 years of experience includes professional and or military experience to include a background in project management, program management, capture efforts, and/or business management related functions OR Master’s degree with a minimum of 0 years of experience includes professional and or military experience to include a background in project management, program management, capture efforts, and/or business management related functions.

  • Fluent in process improvement (Quality, Cost, Schedule, etc.)

  • Must have an active U.S. Government Secret Clearance that is in-scope (granted or renewed in the last 6 years)

  • Must be able to attain and maintain Special Program Access (PAR)

  • Must have the ability to work flexible shift schedules, to include weekend shifts when needed.

  • Ability to travel up to 25%

 

Preferred Qualifications:

  • Bachelor's Degree STEM and Master's Degree STEM.

  • High-level understanding of complex quality policies, procedures, governmental regulations, and workflow.

  • Ability to analyze alternative courses of action where decisions have risk/reward implications for program or area of influence.

  • Current special program access

  • PMP Certification

Primary Level Salary Range: $94,800.00 - $137,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
