The Technical Proposal Writer supports Bird Construction’s Buildings East business by producing high-quality, technically accurate written content for institutional and ICI construction proposals.

This role is dedicated to technical narrative development for complex public-sector pursuits, including healthcare, justice, post-secondary, and other Infrastructure Ontario–style projects. Working in close partnership with Proposal Specialists, estimators, and construction leaders, the Technical Proposal Writer translates construction expertise into clear, compelling, and score-aligned proposal content.

This is a writing-first role, requiring strong knowledge of construction terminology, delivery models, and execution practices common to institutional projects.

***This role would be office-based located in Mississauga, Ontario.

What You Will Be Working On

· Write and refine proposal narratives for RFPs, RFQs, and RFSQs, including:

  • Construction methodology and execution approach

  • Site logistics, phasing, and schedule narrative

  • Safety, quality, and risk management plans

  • Sustainability, community benefits, and Indigenous engagement content

· Work directly with project managers, superintendents, estimators, and operations leaders to gather technical input.

· Apply correct construction terminology and sequencing appropriate to institutional and ICI environments.

· Collaborate with Proposal Specialists to ensure written content supports:

  • Win themes and client priorities

  • Delivery model requirements (DBB, DB, P3, progressive DB)

  • Owner-specific expectations

· Adapt standard content to reflect project-specific risks, constraints, and differentiators.

· Develop, update, and maintain technical proposal content within Bird’s proposal systems, CRM, and content libraries.

· Contribute to continuous improvement of:

  • Standard narratives

  • Project descriptions and case studies

  • Role descriptions and resumes

· Ensure content remains current, regionally relevant, and consistent with Bird standards.

· Edit for clarity, tone, and compliance with RFP requirements.

· Support Proposal Specialists during final reviews to ensure narrative consistency across the submission.

· Incorporate feedback from debriefs and internal reviews into future content.

What We Are Looking For

· 5+ years of experience writing proposals in construction, engineering, or infrastructure environments.

· Demonstrated experience supporting institutional or public-sector construction proposals.

· Strong working knowledge of construction means and methods, site logistics, and phasing in occupied environments, safety, and quality management systems, and construction delivery models

· Ability to confidently engage with construction professionals and translate technical discussions into client-ready narrative.

· Exceptional technical writing and editing skills.

· Advanced proficiency in Microsoft Word and Adobe Acrobat; strong document formatting capability.

· Experience working within proposal management platforms and CRM systems.

· Highly organized, detail-oriented, and comfortable managing multiple pursuits simultaneously.
