Overview
The Sustainable Technology team is looking for a Technical Program Manager II to drive our sustainable Technology strategy forward by organizing and managing project and program work that deliver on exposing opportunities and executing on emissions reduction efforts. Technical Program Manager II (TPM) for Sustainable Technology team will organize the end-to-end delivery of tactical work being done to support impact goals related to Net Zero by 2040 within Tech. This includes working with team members to break down work into discreet actionable sequences and supporting team members on execution. Position will effectively use various agile work management tools such as Jira to support team members. TPM will create easy to understand reports and status updates for leadership. This role will be an effective collaborator across dependent teams to ensure alignment, and work to unblock work to continue progress. The ideal candidate will be very proactive and collaborative in organizing and delivering work with limited direct oversight. Role will have a foundational understanding of required technical work to support data engineering, data science, technology infrastructure, and sustainability to ensure clear execution against work that drives operational efficiency and improved ESG outcomes for emissions reduction across technology. Ability to communicate effectively with leadership and across multiple audiences. Ongoing learning and continuous improvement is essential for success.
Role
In this internally facing role, you will:
• Decomposes problems into coherent units of work (ideation/conceptualization to execution). Organizes for optimal delivery. Negotiates priorities, facilitates progress, identifies blockers, raises visibility of issues to manager
• Secures resources, scopes efforts, outlines priorities and establishes delivery milestones
• Plans, executes, and delivers projects from inception to completion related to a known technology, product, or program. Describes and maintains the integrated plan that accounts for internal/external dependencies, differing delivery approaches, numerous constraints, and contingency for unplanned delays
• Proactively manages the end-to-end delivery of engineering work through the organization and all dependent organizations, reporting out progress, ensuring dependencies are covered, overseeing the gaps between teams, processes, and systems, while removing all blocking issues leading to a successful delivery. Figure out the sequencing of the work so that engineering execution can be optimized
• Works across teams. Actively manages dependencies and drives partner to meet program goals. May influence vendors and external partners.
• Gets shared understanding and buy in for solution by describing what is being done and why it is impactful to Mastercard and our customers. Utilizes communications as a preventive control. Puts the right people in the room or on thread and give them the right data to drive decisions. Runs effective meetings. Builds consensus and documents decisions. Communications do not require interpretation/follow-up clarifications to understand.
• Has experience in and understands industry technologies. Understands their program, product, or Technology domain. Sufficient depth/credibility to be effective with teams they work with. Can competently represent team’s services to stakeholders and other teams. May need to bring developers or SMEs to meetings to talk details.

Experience
• Program Management Expertise
Proven ability to create, manage, and update detailed project plans aligned to initiatives, OKRs, releases, and work streams. Skilled in prioritizing tasks, managing dependencies, and driving execution across cross-functional teams.
• Program and Project Management Fundamentals
Solid experience managing timelines, dependencies, and deliverables across multiple workstreams. Ability to organize complex initiatives and keep stakeholders aligned.
• Agile and Modern Delivery Practices
Familiarity with Agile methodologies (Scrum, Kanban) and tools like Jira or Azure DevOps for tracking progress and managing backlogs.
• Technical Acumen in Infrastructure and Sustainability
Strong understanding of data center infrastructure platforms, server optimization, power management, and sustainability-focused technology imperatives. Ability to articulate technical requirements to engineering and application teams.
• Cross-Functional Collaboration and Influence
Proven ability to work with diverse teams—engineering, operations, and business stakeholders—building trust and driving consensus in environments with competing priorities. Demonstrated ability to persist through ambiguity and competing priorities, keeping initiatives on track and maintaining a positive, team-oriented approach. Skilled at anticipating risks, escalating blockers, and maintaining transparency through clear, concise updates.

Strong desire to learn new technologies and sustainability concepts, with the ability to quickly adapt and apply knowledge to achieve program goals.

Interest or prior experience in sustainability programs, even if not deeply technical.

In line with Mastercard’s total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary and may be eligible for an annual bonus or commissions depending on the role. The base salary offered may vary depending on multiple factors, including but not limited to location, job-related knowledge, skills, and experience.
