Technical Program Manager

Please Note: This position is hybrid; however, you must reside within driving distance of our offices in Costa Mesa, CA to attend meetings and team collaboration.

The Technical Program Manager is responsible for delivery of new programs and products on our digital channel that serves millions of members nationally.
This position provides guidance and governance for programs and initiatives, ensuring the delivery and compliance of new products/features, through the entire delivery lifecycle.


The Program Manager takes responsibility for overseeing the scheduling, resource, and implementation details to ensure success launch and is also responsible for reporting on delivery status, resourcing, and project costing of key initiatives to stakeholders and executives.

Scope of work and schedule of workload tends to be dynamic with support required potentially 24/7 on an as-needed basis. It is critical the incumbent assesses the impacts of the changes and works with the teams and management to provide recommendations for the best solutions based on all constraints (schedule, scope, or resources).

Job Duties

  • Maintain and govern guidelines and procedures for entire Product delivery lifecycle and ensuring adherence to internal and external audit and PCI regulations.

  • Maintain and govern Delivery progress through development of delivery schedules and interim checkpoints to track progress and program health and financial viability.

  • Promote and champion adoption of agile practices to increase quality of end product. Mentor and coach peers and product/engineering teams on best practices for safe, compliant, agile delivery.

  • Work with leadership team to define program success criteria to measure program success in terms of value delivered and program costs.

  • Responsible for monitoring digital delivery success through data metrics and analytics.

  • Perform other duties and responsibilities as assigned or required.

  • Makes decisions involving goal and resource allocation within business unit. Decisions are generally made independently. In the most complex situations, decisions are elevated to the executive level. Work is complex and requires broad understanding of the business as well as industry best practices in technology delivery

Qualifications

  • Bachelors Equivalent combination of education and experience Preferred

  • 5-10 years Software delivery functions such as development, QA, product management, project management. Required

  • Strong Knowledge of the Software Development Life Cycle and Agile methodologies, with experience managing agile software delivery preferred.

  • Strong knowledge of technical project management principles and multiple Agile practices (scrum, XP, Kanban, etc). CSM a strong plus.

  • Experience managing mid-size to large programs, with customer facing responsibilities.

  • Experience with Insurance systems is a strong plus

  • Demonstrated capacity to understand complex systems and workflows. Ability to resolve issues independently and to problem-solve complex technical issues.

  • Ability to independently deliver solutions within committed schedule milestones.

  • Effective oral, written and presentation skills

  • Ability to determine how changes impact customers and other systems.

  • Competency to utilize Company software, proficiency in Microsoft software applications and a willingness and aptitude to embrace new systems/technology as necessary.

Exercises judgment in selecting method, techniques and evaluation criteria for obtaining results consistent with broadly defined policies and practices. Problem/Task resolution timeframe: Inclusive of shorter timeframes, but typically six to twelve months or more to resolve.

  • Failure to obtain results or erroneous judgments or recommendations would normally have serious results and may require substantial expenditure of resources to correct and/or achieve goals.

The starting pay range for this position is:

$129,400.00 - $172,000.00

Additionally, for full time positions, you will be eligible to participate in our incentive program based upon the achievement of organization, team and personal performance.
