Major Duties:

  • Responsible as an advisor to the Technical/Quality (TQ) Process Owner regarding enterprise-wide processes.
  • Serve as the back-up liaison with DoD components, federal agencies, and industry partners to ensure alignment on emerging chemical risk mitigation strategies.
  • Monitor global regulatory developments and emerging scientific research to proactively identify potential impacts on DLA operations and supply chains.
  • Support enterprise risk assessments and contribute to strategic planning for chemical and material lifecycle management.
  • Identify, assess, and prioritize chemicals of concern (e.g., PFAS) based on regulatory trends, scientific data, and operational impact.
  • Serves as the HMIRS (Hazardous Materials Information Resource System) and PQDR (Product Quality Deficiency Report) Sub-Process Owner.
  • Work with the HMIRS Focal Points and J6 (IT) Program Management Office on the HMIRS system. Work with the Emerging Chemicals lead to integrate enhancements for the Chemical Information Program.
  • Manage the Chemical-Biological Defense (CBD) program and sub-process owner team. Provide policy and procedures for CBD Equipment SPC 07 items and oversee enterprise program compliance.
  • Oversee MSC implementation and compliance with the procurement process of phosphate conversion coated items and provide guidance on phosphate conversion coated items policy and procedures to the MSC Acquisition workforce.
  • Services as an AMPS role approver.
  • Implement intergovernmental transactions flow through G-Invoicing process for both inbound and outbound reimbursable agreements
  • Reviews and provides input on proposed and approved Defense Logistics Management Standards (DLMS).
  • Establish and maintain metrics to monitor emerging chemicals as identified by regulatory agencies.
  • Lead and direct DLA SPO teams, Major Subordinate Commands (MSCs), and supply chain stakeholders, ensuring process alignment to optimize enterprise performance.
  • Develop, implement, and maintain comprehensive metrics for Quality Control programs, using data-driven insights to enhance process effectiveness.
  • Analyze Key Performance Indicators (KPIs) and other performance data to evaluate TQ process effectiveness, identify root causes of gaps, and drive continuous improvement.
  • Plan and oversee all phases of audit evaluations, providing subject matter expertise on process and system compliance with A-123 requirements, including End-to-End reviews and risk control matrices.
  • Conduct enterprise-wide management studies on process performance, review methodologies to identify critical problems, develop solutions, and champion best practices.
  • Create, review, and interpret new or changing policies, assessing the impact on TQ functions and providing justification in precedent-setting situations.

Qualifications: To qualify for a Technical and Quality Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Ensuring all processes adhere to applicable Technical and Quality regulations, laws, and policies by creating and maintaining comprehensive documentation, including process system memorandums, functional system specifications, Standard Operating Procedures, and training materials. Applying quality assurance (QA) concepts and methodologies to analyze and resolve highly complex or sensitive problems, integrating new developments to continuously improve Technical and Quality processes and program areas. Monitoring and analyzing key quality performance indicators (KPIs), preparing detailed reports, and presenting actionable insights to senior leadership to drive strategic decision-making and resource allocation.
