Job Summary: The incumbent serves as the Business Implementation Management (BIM) and Community Care Program Manager for VISN 10. Located in the Network Office, the Business Implementation Manager (BIM)/Community Care (CC) Program Manager reports to the Deputy Network Director (DND) and is responsible for planning, developing, and executing actions to ensure the various healthcare business operations are effectively standardized and coordinated throughout the Network.

Major Duties:

  • Major Duties: Leadership and Program Analysis (50%) Serves as the responsible leadership official for all aspects of business program lines and operations to include Community Care, RCI, DoD Sharing, Traveling Veterans, and Collaboration with Payment Operations Management (POM). Maintains current knowledge of the Network's field and headquarters office operations and procedures and must be cognizant of all business-related issues in the Network. Incumbent may represent the Network Director at meetings of community and government leaders. Develops and implements long and short-term goals and plans, which includes identifying needs and potential operational issues through analyzing workload, expenditures, trends, and national VA policy implications. Applies specialized knowledge of health care leadership to the planning, organization, and evaluation of the delivery of all services within community care. Collaborates with Network leadership, Medical Center Directors, Chiefs of Staff, and others to develop and implement Network-wide and national policies and procedures. Makes decisions and recommendations to network executive leadership that have a direct impact on the quality of medical care provided to Veterans at all facilities and clinics in VISN 10. Contributes to the improvement of patient satisfaction, productivity, effectiveness, and efficiency in program operations and administrative support activities at all VISN 10 facilities and clinics. Serves as the VISN lead and subject matter expert on all matters related to all areas related to community care and referral coordination. Serves on various Consortium, VISN and National committees, as requested/assigned by senior leadership. Functions as a consultant to leadership and Integrated Clinical Communities (ICCs) on community care related areas and program/services. The incumbent reacts to crisis situations and deal with unusual occurrences. The incumbent interprets highly complex policies, generates reports that are delivered to upper management in headquarters. The incumbent conducts studies and projects that are diverse and intense in nature and often require input and assistance from departmental or VACO program offices. Supervision and Resource Management (30%) Responsible for ensuring the VISN and its facilities are in full compliance with VHA and VA policy and regulatory requirements in all community care and referral management activities. Attracts, retains, and motivates a diverse group of top-quality professionals and administrative employees throughout the VISN community care operations and Referral Coordination departments. Analyzes and resolves problems and/or deficiencies in the staffing and effectiveness of program activities and the delivery of care to Veterans. Plans and coordinates changes in workload to meet deadlines and maintain a smooth workflow; evaluates resource needs; assigns, directs and reviews work of leadership subordinate staff and assures work is complete and accurate. Works with the CNO, CMO, CFO, CLO, QMO, Capital Asset Manager, and/or the clinical manager to coordinate oversight reviews by the OIG, GAO, and others. Establishes and maintains necessary controls for effective resource leadership. Ensures effective personnel utilization and consistently assesses the organizational structure for maximum utilization and effectiveness. Analyzes and resolves problems and/or deficiencies in the staffing and effectiveness of program activities and the delivery of care to Veterans. Assigns work to leadership subordinates based on priorities, selective consideration of the difficulty and requirements, and the capabilities of the employees. Provides advice, counsel, or instruction to employees on both work and administrative matters Quality Assurance (20%) Develops, tracks, and monitors all program areas. Identifies outcomes that can be improved and leads the performance improvement process. Assesses the productivity, effectiveness and efficiency of operations and takes appropriate action when appropriate. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience using management information systems and office automation systems and processes Knowledge and ability to interpret VA policies and administrative laws, regulations, policies, and procedures applicable to the administration of Veterans health care programs Knowledge and experience with strategic planning principles, health care financing, Medicare, or Mission Act Veteran Care Agreements Knowledge and experience with basic statistical, accounting, budgetary, or economic principles and techniques Highly developed communication skills (i.e. cogent negotiator, articulate speaker, and patient listener) Knowledge and experience with practices of management and organizational practices of health care management Preferred Experience: Mastery of a wide range of business practice-related activities such as, Health Information Management (HIM), Eligibility, Enrollment. Ability to work with multiple medical centers to standardize programs, share knowledge, and move in a coordinated fashion toward a common goal.
