ICF is currently seeking an IT Task Order Management & IT Governance Project Manager to provide Program Support Services (PSS) for the Office of Child Support Enforcement (OCSE). The purpose of this project is to assist the client in enabling state and tribal child support agencies to better comply with federal law and improve enforcement and service delivery through program and IT management, technical support, training/communications, and data access services. The Task Order and IT Governance Manager is a senior program leadership position responsible for the comprehensive management, administration, and performance oversight of a federal contract supporting information technology, governance, and program operations. This role ensures that all work is executed efficiently, on schedule, within budget, and in full compliance with contractual requirements, federal standards, and organizational policies.

The Manager serves as the primary interface between contractor personnel and Government stakeholders, including the Contracting Officer’s Representative (COR), Division leadership, and partner contractors. Responsibilities include staffing oversight, project management planning, Earned Value Management (EVM), financial tracking, governance coordination, risk management, and quality assurance.  This position requires strong leadership, federal program management expertise, and experience managing complex multi-disciplinary teams supporting IT investments and governance processes.

Key Responsibilities:

  • Task Order Management and Contract Administration
  • Provide overall leadership and management of all activities performed under the contract, ensuring alignment with scope, performance standards, and Government priorities.  Establish management controls, monitoring processes, and reporting mechanisms to ensure timely execution of tasks and achievement of milestones.
  • Coordinate closely with the COR to ensure transparency, accountability, and proactive resolution of risks, issues, and performance concerns. Ensure contractual requirements are delivered in accordance with Government quality standards, agency guidelines, and established practices.

Project Management Planning and Execution

  • Develop, maintain, and update a comprehensive Project Management Plan (PMP) that defines schedule, cost, risk, quality, communication, and performance management approaches throughout the period of performance.
  • Implement Earned Value Management System (EVMS) practices aligned with ANSI/EIA-748 standards to monitor cost and schedule performance. Create and maintain Work Breakdown Structures (WBS), integrated master schedules, and detailed work plans to support program execution.
  • Manage resource planning, task coordination, and cross-functional dependencies across multiple task areas.
  • Establish repeatable quality control processes and maintain a Quality Control Plan (QCP) aligned with contract performance metrics.

Communications, Reporting, and Stakeholder Coordination

  • Serve as the central coordination point for communications with Government staff and partner contractors regarding program status, deliverables, risks, and performance.
  • Prepare and deliver monthly status reports summarizing accomplishments, deliverables, milestones, risks, mitigation strategies, and upcoming activities.
  • Respond to Government data calls, ad hoc reporting requests, and performance inquiries. Maintain decision logs, action item trackers, and risk registers to ensure accountability and traceability.

Financial Management and Performance Monitoring

  • Track varied performance metrics to ensure cost-effective execution.  Prepare Contract Financial Overview Reports, monthly budgets, and cost performance analyses.
  • Monitor and report Earned Value Management (EVM) metrics, including current and cumulative variances.
  • Ensure financial data supports Government reporting requirements and program compliance objectives.

Coordination, Process Compliance, and Governance Alignment

  • Ensure all work activities align with established organizational processes, policies, and IT governance requirements.
  • Coordinate across task areas and teams to manage dependencies, cross-system impacts, and risk mitigation strategies.
  • Train contractor staff on organizational procedures, governance requirements, and operational standards.
  • Facilitate coordination and escalation of security, privacy, or operational issues across teams and stakeholders.
  • Ensure activities comply with governance stage-gate processes and program management standards.

Program Management Meetings and Reporting Deliverables

  • Support program management meetings following contract kickoff and throughout performance, as directed by Government leadership.
  • Prepare meeting documentation including agendas, notes, action items, and decision summaries.
  • Ensure meeting documentation is clear, accurate, and delivered within required timelines.
  • Provide consolidated reporting across tasks and subtasks to demonstrate performance progress and contract compliance.

Quality Assurance and Performance Evaluation

  • Support implementation and monitoring of the Quality Assurance Surveillance Plan (QASP) to ensure compliance with performance standards.
  • Prepare semi-annual Quality Assurance Surveillance Plan Responses (QASPR) documenting progress against performance metrics.
  • Monitor service quality, responsiveness, and customer satisfaction indicators.
  • Implement continuous improvement processes based on Government feedback and performance evaluations.

Cost Reporting and Work Breakdown Structure Management

  • Develop and maintain a Work Breakdown Structure aligned with contractual requirements to support cost tracking and reporting. Establish charge codes and time tracking structures aligned with task and subtask activities.
  • Ensure cost reporting supports federal IT reporting requirements and EVM analysis.

IT Governance Support

  • Support strategic planning initiatives related to the federal systems portfolio by documenting strategic plans and priorities.
  • Maintain and update IT governance standard operating procedures.  Coordinate governance processes including meeting scheduling, agenda development, documentation, and action tracking. Monitor compliance with governance stage-gate documentation and approval processes.
  • Facilitate coordination among program support teams, system development teams, and stakeholders participating in governance activities. 

Required Qualifications:

  • Bachelor’s degree in Information Technology, Business Administration, Public Administration, or a related field (Master’s degree preferred).
  • Minimum 8 years of experience managing federal contracts, IT programs, or complex project portfolios to include; Demonstrated experience with project management methodologies and governance frameworks. Experience implementing Earned Value Management or cost/schedule performance monitoring practices; Experience supporting federal IT governance, portfolio management, and/or Capital Planning and Investment Control processes
  • Ability to obtain and maintain required public trust clearance.

Preferred Qualifications:

  • Project Management Professional (PMP) or equivalent certification.
  • Familiarity with federal reporting standards, performance management frameworks, and compliance environments.
  • Experience working with collaboration and project management tools in a federal environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$98,187.00 - $166,919.00
