The Talent Development Lead is responsible for leading enterprise-wide strategies that build organizational capability, strengthen leadership pipelines, and foster a culture of continuous learning and growth. This role partners closely with business and HR leaders to identify future talent needs, design and deliver impactful developmental experiences, and advance the organization’s commitment to inclusion and opportunity for all employees.

The ideal candidate is a strategic, systems-level thinker who thrives at the intersection of leadership, learning, and culture, ensuring that development efforts not only build skills, but also drive engagement, retention, and performance across the workforce.

Key Responsibilities

Strategic Leadership

  • Design and execute an enterprise talent development strategy aligned with organizational goals and the Inclusion & Opportunity vision
  • Lead efforts to assess, build, and sustain leadership and professional capabilities across all levels
  • Partner with senior executives to identify critical roles, future skills, and succession needs
  • Integrate inclusive leadership principles into all development offerings to ensure expected outcomes

Program Design and Delivery

  • Oversee the creation and implementation of scalable learning solutions, including leadership development programs, mentorship models, learning pathways, and on-demand resources
  • Enhance the organization’s learning ecosystem through innovative modalities (digital, experiential, peer-led, and coaching)
  • Measure program effectiveness through evaluation frameworks, analytics, and business impact metrics

Team and Stakeholder Management

  • Collaborate with HR business partners, business leaders, and functional stakeholders to embed development solutions into talent and performance processes
  • Manage vendor relationships and oversee program budgets, ensuring high quality and cost-effective delivery.

Culture and Change Enablement

  • Champion a growth mindset culture that empowers employees to learn, stretch, and lead
  • Partner with the Inclusion & Opportunity team to design interventions that support psychological safety, belonging, and advancement
  • Serve as a thought leader and advisor to senior leaders on learning, leadership, and organizational effectiveness

Qualifications

  • 10+ years of progressive experience in learning, talent development, organizational development, or related HR functions
  • 5+ years of leadership experience managing teams or large-scale development initiatives
  • Deep understanding of adult learning theory, leadership development, and organizational behavior
  • Demonstrated success designing and implementing enterprise learning or talent frameworks
  • Strong collaboration, communication, and change management skills
  • Experience integrating inclusive leadership principles into learning and development programs
  • Bachelor’s or Master’s degree in Organizational Development, HR, or related field preferred
  • Certification(s) in coaching, instructional design, or leadership development a plus

Horizon BCBSNJ employees must live in New Jersey, New York, Pennsylvania, Connecticut or Delaware

Salary Range:

$135,900 - $185,535

​This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity.  This range has been created in good faith based on information known to Horizon at the time of posting.  Compensation decisions are dependent on the circumstances of each case.
