As Wholesale Banking Risk Transaction Advice and Control (TAC) Function, 2nd line of Defence, we are responsible for the effective implementation of risk appetite according to Group standards and frameworks by proactively managing and mitigating risks within Wholesale Banking.

TAC Sector Lead Role is responsible for TMT, Healthcare, Pharma, Acquisition Finance, Assets Securitization, Corporate Investments.

The Sector Risk Lead is a senior strategic role responsible for shaping and overseeing global risk management activities within WB Risk TAC department, with a global mandate covering the Telecoms, Pharma, Healthcare, Acquisition Finance, Assets Securitizations and Corporate Investments sectors. The team in the Netherlands is represented by 8 financial risk experts and specialists collaborating with all WB Risk entities of ING’s geographic presence.

Operating as a second line of defence, this role ensures robust risk governance, compliance, and oversight while supporting strategic business objectives. The Lead will collaborate with frontoffice teams, senior management, and other risk functions to mitigate credit, market, operational, and reputational risks attributable to specific sectors while maintaining regulatory compliance and fostering a risk-aware culture.

Roles and responsibilities

Risk Oversight and Governance

  • Contributes to development and implementation of risk management frameworks, policies, and procedures tailored to Telecoms, Pharma, Healthcare, Acquisition Finance, Assets Securitizations and Corporate Investments sectors.

  • Acts as the second line of defence, providing independent oversight of risk-taking activities by the front office (first line of defence).

  • Monitors and assess sector-specific risks, including credit risk, market risk, liquidity risk, operational risk, and ESG (Environmental, Social, and Governance) risks.

  • Ensures adherence to global regulatory requirements (e.g., Basel III/IV, Dodd-Frank, MiFID II, GDPR, and local regulations).

  • Contributes or leads regulatory assessments (e.g. ECB OSI) for the specified sectors.

Sector-Specific Risk Management

  • Consolidates and steers the global TAC risk activities for the sectors mentioned above and formulates, with the 1LoD, the risk appetite, areas of strategic growth and the framework to manages sectors on strategic level.

  • Leads in-depth risk assessments for transactions and portfolios in Telecoms, Pharma, Healthcare, Acquisition Finance, Assets Securitizations and Corporate Investments.

  • Oversees credit risk evaluations for large-scale financing deals, including syndicated loans, leveraged finance, and structured finance.

  • Monitors and actively addresses industry trends and macroeconomic factors impacting the assigned sectors to anticipate and mitigate emerging risks.

  • Provides risk-based guidance on acquisition finance deals, ensuring alignment with risk appetite and capital allocation strategies.

  • Evaluates corporate investment portfolios for concentration risks, counterparty exposures, and alignment with strategic objectives.

Stakeholder Collaboration

  • Partners with front-office teams to balance risk and reward in client engagements and transaction structuring.

  • Aligns and steers the global TAC risk teams within specified sectors in locations and acts as a single point of contact to 1LoD management

  • Collaborates with other Risk teams, Compliance, Legal, and Finance teams to ensure alignment with regulatory and financial reporting requirements.

  • Advises senior management and the Board on risk exposures, mitigation strategies, and stress testing outcomes.

  • Engages with external stakeholders, including regulators, auditors to demonstrate robust risk management practices.

Risk Monitoring and Reporting

  • Oversees the development and implementation of key risk indicators (KRIs), and scenario analysis for assigned sectors.

  • Prepares and presents risk reports to senior management, risk committees, and the Board, highlighting key exposures and mitigation plans.

  • Monitors portfolio performance and ensures timely identification and escalation of potential risk issues.

  • Leverages advanced analytics and risk modelling tools to enhance risk assessment and decision-making processes

Leadership and Team Management

  • Leads a team of risk professionals, fostering a culture of accountability, collaboration, and continuous improvement, including global network.

  • Provides mentorship and development opportunities to team members, ensuring expertise in sector-specific risk management.

  • Drives the adoption of innovative risk management tools, technologies, and methodologies.

Education: Master’s degree, CFA, or equivalent professional certification.

Experience:

  • Minimum of 10 years of experience in wholesale banking, risk management, or a related field, with at least 5 years in a senior leadership role with the senior decision mandate.

  • Proven expertise in managing risks within Telecoms, Pharma, Healthcare, Acquisition Finance, Assets Securitization or Corporate Investments sectors.

  • Strong understanding of global financial markets, regulatory frameworks, and industry-specific risk drivers.

  • Experience in credit risk analysis, portfolio management, and structured finance.

Technical Skills:

  • Proficiency in risk management, familiarity with data analytics tools, knowledge of financial instruments, including derivatives, syndicated loans, and structured products.

Soft Skills:

  • Exceptional communication and stakeholder management skills, with the ability to influence senior leadership and external parties.
