Northrop Grumman Space Systems is seeking an experienced Systems Engineering Integration & Test Program Manager (SEIT PM) - Level 6 to lead SEIT teams supporting the Glide Phase Interceptor (GPI) Program in our Chandler, AZ office. This high-priority program is shaping the future of launch vehicle development, and this role is critical in driving success across multidisciplinary teams.

As the SEIT PM, you will work closely alongside the Program Chief Engineers and partner with Program Engineering Managers (PEMs) to ensure coordinated design, development, and integration efforts across all Integrated Product Teams (IPTs). This role emphasizes a collaborative system design approach, delivering insight and oversight across all engineering and program boundaries.

Reporting to the Director of SEIT, this position is matrixed to the GPI Program Manager for day-to-day direction and operates within decision authorities and margins delegated by the Chief Engineer. The ideal candidate is a hands-on leader, equally comfortable navigating daily tasking in a fast-paced development environment while maintaining a clear focus on contractual end goals.

Key Responsibilities

System Architecture

  • Participate in and influence system architecture decisions, collaborating with the Program Chief Engineer.

  • Facilitate technical discussions with the customer, senior leadership, and IPT leaders.

  • Assess the technical, cost, and schedule impacts of system architecture implementation decisions.

Design Integration and Change Impact Assessment

  • Ensure hardware and software design changes are compatible with existing components and subsystems.

  • Oversee cross-disciplinary efforts that span multiple engineering disciplines.

Multi-disciplinary Interface Management

  • Develop and manage comprehensive design and interface requirements.

  • Lead verification efforts to ensure integration across Mechanical, Electrical, and Software interfaces.

Requirements-Based Testing

  • Oversee the development of program master test plans, integration concepts, and integration flows designed to align with a Test Like You Fly (TLYF) approach.

  • Ensure testing meets relevant performance objectives and is conducted in accordance with program goals.

First Flight and Test Like You Fly (TLYF) Management

  • Leverage First Flight/Reuse and TLYF Assessments early in the system design phase to identify and mitigate risks.

  • Perform thorough analyses to evaluate TLYF compliance and confidently defend findings.

Data Review Management

  • Lead formal data review processes and drive engineering teams to efficiently review telemetry data with objective and timely results.

Customer Interface

  • Actively engage with a highly involved customer, understanding their needs and addressing requests while adhering to contractual scope, cost, and schedule.

  • Collaborate with the Program Manager to develop innovative solutions for customer requirements.

Employee Development and Management

  • Directly supervise Systems Engineering Leads, providing mentoring, performance reviews, and on-the-job training.

  • Approve hiring decisions and advocate for SEIT staffing needs.

Cost Account Management (CAM)

  • Execute Earned Value Management System (EVMS) functions for Systems Engineering Work Breakdown Structure (WBS) elements. (May delegate tasks to SE Leads as necessary.)

Independent Review Coordination

  • Serve as the program point of contact for Independent Design Reviews (IDRs) and Deep Dives with relevant stakeholders.

Risk Management

  • Facilitate risk management processes and oversee review boards in collaboration with the Program Chief Engineer.

International Partner Collaboration

  • Work with international partners, including Japanese counterparts, in a unique global workshare arrangement.

Basic Qualifications

  • Bachelor’s degree in a STEM discipline and 14+ years of related experience, OR a Master’s degree with 12+ years of experience, OR a Ph.D. with 10+ years of experience.

  • U.S. citizenship and an active DoD secret security clearance.

  • Experience leading development programs, teams, or organizations to achieve schedule, cost, and technical requirements.

  • Familiarity with Digital Engineering tools (e.g., CAMEO, DOORS).

  • Deep understanding of Systems Engineering fundamentals.

  • Demonstrated expertise in development testing, systems integration, and evaluation efforts.

  • Prior experience supporting U.S. Government contracts.

  • Strong written/verbal communication skills.

  • On-site work in a secure, closed area in Chandler, AZ is required.

  • Travel: Up to 25%.

Preferred Qualifications

  • Prior work with Missile Defense Agency (MDA) lifecycle development programs.

  • Familiarity with Northrop Grumman engineering guidelines and standards.

  • Experience with development programs utilizing Model-Based Systems Engineering (MBSE) methodologies.

  • Experience interfacing with customers, including negotiation, presentations, and formal meetings.

  • Exposure to system testing and launch operations.

  • Knowledge of the Aegis Weapon System and/or Interceptor domains.

  • Experience with Agile/Scrum methodologies.

Primary Level Salary Range: $166,500.00 - $249,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
