Job Summary: This position is in the Office of Corporate Planning and Budget (OPB) at the United States Patent and Trademark Office (USPTO). The OPB has full responsibility for estimating and analyzing workloads, fees, fee collections, and related financial, economic and operating parameters across the agency. Such estimates provide the basis for agency operating plans and policy. This position applies quantitative theories, techniques, and methods to accomplish office goals.

  • The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is a requirement for this role as this position includes on-site functions that must be performed in-person. This position may be eligible for situational telework in accordance with agency policy/business unit discretion. Qualifications: You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Economist Series 0110 Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13. Specialized experience for this position includes: Experience in estimating and analyzing workloads, fees, fee collections, and related financial, economic, and operating parameters; Experience in applying quantitative theories, techniques, and methods; AND Experience in leading a team in economic studies or projects related to fee rates, price structures and/or revenue related policies to assess the impact of changes on financial resources and company or agency mission. AND Candidates must also meet the education requirement as described in the "Education" section of this vacancy.
