Job Summary: This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality (CCSQ), Survey and Operations Group (SOG). As a SUPV HEALTH INSURANCE SPECIALIST, GS-0107-15, you will serve as the Division Director overseeing staff through subordinate supervisors with the responsibility for developing, measuring, and improving survey and certification program strategies.

Major Duties:

  • Direct the planning, development, and implementation of a comprehensive program that reviews state operations pertaining to the survey, certification and enforcement of Medicare or Medicaid health providers in meeting federal standards of care.
  • Work with state licensing and survey agencies, professional organizations, provider organizations, providers of services, and other government entities.
  • Ensure that healthcare services provided under the Medicare and Medicaid programs are furnished in the most effective and efficient manner consistent with recognized professional standards of care.
  • Collaborate in the development/revision and implementation of national policy, regulations and guidelines in survey, certification and enforcement.
  • Ensure staff successfully carry out duties in conducting inspections, protecting health and safety for beneficiaries, and imposing and enforcing sanctions for those that do not meet federal requirements for providing quality care and services.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Direct, manage, or monitor programs for assessing state agency, contractor, or provider performance pertaining to survey certification and enforcement or healthcare quality improvement; AND (2) Interpret and apply healthcare operational and performance data; AND (3) Supervise or direct the work of staff, or leading workgroups. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
