Job Summary: The Chief Supply Chain Officer (CSCO)for the Edward Hines Jr. VA Hospital, a level 1a complexity VHA facility within the Veterans Integrated Service Network 12 (VISN 12). The CSCO is, responsible for development and integration of a cohesive, forward-looking supply chain that ensures logistical requirements of the Hines VA Heath Care System (HCS) with multiple sites of care and supported catchment area are met.
Major Duties:
Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: GS 14 GRADE REQUIREMENTS: Expert level knowledge of all facets of logistics and acquisition management including requirements determination, acquisition, material management, performance measurement, quality management and continuous process improvement, inventory, and warehouse management and transportation. Mastery of contracting methods and contract types for development of acquisition strategy in order to plan and carry out long-term pre-award and post-award acquisitions. Knowledge and skill sufficient to manage facility acquisition program. Knowledge and skill sufficient to manage multiple VISN commodity standardization initiatives. Knowledge of program objectives, scheduling, and interrelationships with other programs. S kill in interpreting policies to solve unprecedented and unpredictable problems. Thorough knowledge of agency program planning, funding, and management information systems. Ability to coordinate and evaluate the efforts of functional specialists to adjust plans and schedules to meet requirement needs. Thorough knowledge of all clinical, human resources, material and capital management functions associated with carrying out the patient care mission. Excellent communication skills must be evident in order to develop a wide range of written products such as reports, memoranda, briefings, and presentations; and to conduct meetings, briefings, and work with internal and external customers throughout the organization. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The FCLO is required to participate on environment of care rounds, Facility Internal Reviews (FIR), Network External Reviews (NER), and external auditor site visits. These reviews include a review work areas including warehouse, supply areas that require personal protective equipment such as OR and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and car washers. Between periods of inspection, the FCLO is required to maintain a safe environment through continuous review of work areas and work practices. As members of Construction IPTs and leaders of construction activation teams, FCLOs will often be required to participate in construction site visits which may involve long periods of standing, walking over rough, uneven, or rocky surfaces, and may require the use of protective clothing. The FCLO will also be required to participate in, or conduct intensive negotiations for 4 hours or longer without rest periods. This may occur in conjunction with the Contracting Officer for contract negotiations, or in budget negotiation meetings.
