The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 603 Air Operations Center (AOC), Strategic Planning and Future Operations Division, A35.

Major Duties:

  • Plans, organizes, and directs the activities of 603 AOC/A35, ensuring that A35 complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents A35 Future Operations and Strategy Division with a variety of installation and functional area organizations. Analyze, develop, and evaluate detailed plans, goals, and objectives for long-range implementation of assigned major command programs(s) and major weapon systems.

Qualifications: Conditions of Employment (cont.): This position is emergency essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This position has been designated by the Agency as a Testing Designated Position (TDP) under the Agency Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Agency, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Agency air operations and planning principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy; Knowledge of safety and security regulations, practices, and procedures; Ability to plan, organize, and direct the functions and staff of a small to medium sized organization; Ability to communicate effectively, both orally and in writing; Knowledge of the mission, roles, functions, organizational structures, and operation of DOD, Agency, and Joint organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Agency air operations and planning principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You will receive credit for all qualifying experience, including volunteer experience.
