Job Summary: This position is located under the Imaging Service Radiology and ancillary and interdisciplinary outpatient clinics at the C.W. Bill Young VA Medical Center, Bay Pines, FL. The Supervisory Medical Support Assistant (SMSA) continuously embraces and supports the mission, vision, and values of the VA Healthcare System. This position is responsible for the supervision of Lead Medical Support Assistants and (Advanced) Medical Support Assistants.

Major Duties:

  • The Supervisory Medical Support Assistant conducts program analysis studies and evaluations for situations that affect the orderly and efficient processing of the Imaging Service Radiology and ancillary and interdisciplinary outpatient clinics program. Assignments at this level include, but are not limited to the following: Incumbent is responsible for extracting and analyzing Radiology Open orders data on a daily basis. This data will be organized, evaluated, reported and assigned in a daily basis according to staffing availability, prioritized orders, and variations in sections schedules. Incumbent assigns, manages and directs the work of subordinate clerical staff and provides assistance when necessary; directs all open radiology orders in a manner so as to optimize workflow while maintaining flexibility for staffing and workload variations. Incumbent assures the individual sections have appropriate staffing coverage. He/she will be responsible to evaluate staffing needs and approve/disapprove all overtime and leave requests, taking in to consideration appropriate section coverage. Incumbent will be required to provide instruction and solutions to difficult problems that arise in the section(s). The incumbent must be able to give guidance in expeditious flow of productivity in all section(s) to be determined on a daily basis, based daily evaluation of open Radiology orders. Incumbent formulate plans, delegate authority and follow-up on delegated tasks to assure effectiveness of assignments given to subordinate Lead and staff. Incumbent performs annual Performance Appraisals for assigned personnel. He/she will be responsible for rating each employee at the end of each rating period and determining competency throughout the year, while providing daily direction and supervision to these individuals. The incumbent is responsible for extracting and analyzing Radiology data to provide reports in support of employee performance. Incumbent develops tours of duty and assigns tours for his/her section(s), encompassing all leave requests, FMLA, and Workman's Comp. Incumbent develops and maintains a weekly rotational staff schedule to ensure fair and equal assignments of the technologists and their duties. Determines staffing requirements based on past, present, and future workload patterns and develops the weekly/monthly work schedules.Organizes staff work assignments, including lunch and break rotations. Reports absences and tardiness to timekeepers and reassigns staff if necessary. Initiates recommendations to higher authorities on changes to increase productivity, revise staffing, assure cost efficiency and improve morale. Incumbent prepares meeting agendas and hold routine meetings with staff to communicate changes and expectations for each section under their supervision. Direct interaction is expected to ensure new processes and procedures are implemented and all employees are able to comply and conform to the direction. Incumbent is responsible for training new staff in all imaging aspects under their direction including specialized cases. Recommends, coordinates and evaluates new or modified procedures/protocols. Instruct other staff on specialized tasks and new/modified procedures and policies and ensures their compliance and understanding. Ensure policies are communicated to all staff and safety practices are always utilized. Incumbent provides information to employees concerning management goals and objectives and provides timely feedback on employees' participation and concerns. The supervisor provides advice, counsel or instruction to employees on both technical and administrative matters; resolves complaints to higher-level supervisor. Incumbent collaborates with the Chief Technologist in formulating and implementing administrative and operational policies/procedures for assigned sections. This includes personnel, departmental space, budget, equipment, and construction. Incumbent works with the Chief Technologist in developing administrative and operational plans when necessary to meet challenges, deadlines, priorities, and increased productivity to improve the flow of work in Services based on analysis of such factors as manpower, equipment utilized, workload, available examination of facilities, and personnel required for various examinations which requires controls and records and coordination with other professional services. Incumbent develops and assists with Performance Improvement pertaining to his/her assigned clerical staff, and is responsible for overseeing departmental monitors and evaluations, as well as overseeing the design and fostering of approaches to continuously improve the quality of the interdepartmental activities. All first time supervisors are required to serve a 1-year probationary period. Work Schedule: Monday - Friday 7:00 am- 3:30pm. Permanent Change of Station (PCS): Not authorized.

Qualifications: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment listed in paragraph 3 above, the following education and experience criteria must be met when determining the grade of candidates: Supervisory Medical Support Assistant, GS-679-8 Experience. One year of experience equivalent to the [GS-679-7] grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignment. Supervisory Medical Support Assistant at this level oversees programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate Medical Support Assistant (MSA) team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate [all of] the KSAs below: Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training [in a patient support setting]. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary (6-8 hrs.), although there is some walking, bending, and carrying of bulky files and some extended periods of standing.
