Job Summary: This position is located in the Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).
Major Duties:
Qualifications: To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in ship operations, maintenance, and repair of U.S.-flag or government-owned ships, including major shipyard availabilities and drydock periods, with application of regulatory requirements (e.g., American Bureau of Shipping (ABS), United States Coast Guard (USCG), Naval Sea Systems Command (NAVSEA)) and international maritime standards. Experience managing ship repair and maintenance including preparing schedules and budgets, evaluating schedule and cost risks, tracking maintenance and repair activities, assessing vessel condition, generating reports, and supporting budget and operational decisions. Experience overseeing contracts involving ship maintenance, repair, or conversion at the prime or subcontract level, with responsibility for contractor performance evaluation, work validation, and quality assurance of services or products delivered. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
