Job Summary: You will serve as a SUPERVISORY MANAGEMENT and PROGRAM ANALYST in the DIRECTOR, MANPOWER and TRAINING, NAVY MUNITIONS COMMAND PACIFIC (NMCPAC) of NMCPAC EAST ASIA DIVISION.

Major Duties:

  • You will provide Division level (Ech III) manpower management and program analysis support to NMCPAC EAD and subordinate Units/Detachments.
  • You will provide consistent and uniform development, coordination, and deployment of command manpower, personnel, and training responsibilities, policies and procedures.
  • You will function as the liaison for NMCPAC EAD relative to Human Resources and My Navy Assignment (MNA) issues responsible for interfacing with CPF manpower staff, HR staffs, Office of Civilian Human Resources (OCHR) and other DON entities.
  • You will manage the Division’s training requirements.
  • You will manage and maintain oversight of the NMCPAC EAD Integrated Risk Management (IRM) Program.
  • You will direct the commands records manager in the development and/or interpretation of navy records required in the execution of administrative, operational, and records management matters.
  • You will serve as a first line supervisor over one and two grade interval work, plan and coordinate work on a monthly, quarterly, or project basis, for subordinate personnel.
  • You will process improvement initiatives, implement changes to reduce delays in work products, promote teamwork atmosphere with focus on best practices to improve efficiency.
  • You will give advice, counsel, or instruction to employees on both work and administrative matters.
  • You will identify developmental and training needs of employees, providing or arranging for needed development and training and develop performance standards.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing tasks in support of Human Resources Management and civilian personnel functions by demonstrating thorough knowledge of HR Management, Manpower and Personnel Management to analyze complex workforce issues, prepare reports, coordinate with stakeholders and communicate with senior leadership and staff.
