Job Summary: This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for providing leadership and management with objectively based information for making decisions on civilian human resources, organizational, administrative, programmatic, manpower and training aspects.

Major Duties:

  • As a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST at the GS-0343-14 some of your typical work assignments may include: The incumbent will also lead, develop, and manage the Joint Staff and CCMD strategic framework for comprehensive Joint cyber human capital management programs targeting the executive and senior professional civilian workforce. Monitors accomplishment and resolution of taskings to ensure actions are assigned and resolved within required timeframes. Creates new Standard Operating Procedures (SOPs) and promulgates guidance to J6 Directorates. Trains supervisors and management officials on position management and writing position descriptions. Assists in the development of strategic manpower strategies that conform to Department of Defense (DoD) policy to address specific resource needs. Develops memorandums, information papers, and briefs in support of Director, J6 and Vice Director, J6 on civilian workforce management disciplines.

Qualifications: You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 13 grade level in the Federal service: Monitoring the application of cyber workforce policies, principles, and practices in planning and management services of cyberspace workforce management. Preparing detailed analyses addressing employment and demographic data, current and anticipated cyber missions and programs. Expert knowledge of Title 10, 18, 32 and 50 in U.S. Code, Presidential Directives, executive branch guidelines and criminal legal guidelines. Knowledge of the history and strategic objectives of the Joint Chiefs of Staff to include policy development, regulatory compliance and program evaluation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
