Job Summary: The purpose of this position is to serve as a supervisor to the Legal Administrative Specialists (Contact Representatives) and the administrative support staff. You will provide management and program analysis support to management in the EED, as well as other divisions in HEC.

Major Duties:

  • Duties include, but are not limited to: Performs administrative and Human Resource management functions relative to the staff supervised. Determines educational and training needs for the assigned unit and ensures that the proper resources and training are provided to the unit employees. Analyzes reports and works together with staff to recommend alternate methods of work. Develops statistical and narrative data to justify work unit adjustments or position restructuring as a more productive or efficient use of personnel resources. Plans, develops, and conducts internal review studies of related agency functions of substantial technical complexity. Performs special studies and program audits to assess the effectiveness and efficiency of the program and develops technical data and management tools to present the results of these reviews. Provides proactive technical and administrative direction to unit employees. Interviews candidates for positions in the unit, recommends approval or rejection for actions on appointments, promotions, or reassignments, as well as, awards and disciplinary actions. Work Schedule: Full-time, Monday-Friday, 8 hour shift between 6:45 am - 7:15 pm. Remote: This position is not authorized for Remote work. Telework: This position may be authorized for Telework. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Demonstrating a quality leadership style in a manner conducive to an environment of continuous quality improvement. 2) Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirement of assignments, and the capabilities of employees. 3) Evaluating the work performance of subordinate personnel. 4) Resolving complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. 5) Making recommendations and/or decisions regarding work methods, organizational structure or procedures that promote efficiency. 6) Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative personnel. 7) Performing administrative and human resource management functions, relative to staff supervised.
