Job Summary: You will serve as a SUPERVISORY IT SPECIALIST (NETWORK) in the Communications & Networks, 55000 of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Major Duties:

  • You will perform work that would require knowledge of the TND projects, tasks and systems. Perform work that will require an understanding of project management and systems engineering within the disciplines of engineering, computer science etc.
  • You will provide support for proposal development and review, planning and executing capability demonstrations, identifies subject matter expertise to augment critical Division projects.
  • You will Serve as the TND Lead Systems Engineer (LSE). LSE responsibilities include: track project efforts to ensure that technical processes align with NIWC Pacific’s best systems engineering and technical management practices.
  • You will coordinate TND High Impact Project or High-Risk High Visibility (HRHV) Reviews and track action items; coordinate effort for TND to increase organizational efficiency by using best systems engineering and technical management processes.
  • You will track project vacancies and assist in filling vacancies with IPT leads and Branch Heads and facilitate personnel transitions between projects based on individual’s abilities and interests and project needs.

Qualifications: I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Perform work that would require knowledge of the TND projects, tasks and systems. Perform work that will require an understanding of project management and systems engineering within the disciplines of engineering, computer science, information technology, information security, software development and system integration and testing. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: The selectee serves as the "technical" Division Deputy and represents the division at meetings with sponsors and stakeholders, maintains an awareness of the TND business and resources, and the approximate maturity levels of applicable technologies and projects. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Facilitates integrating the perspectives of project managers, division leaders, and sponsors to attain comprehensive vision and strategy within the division's major business areas. Report to the Division Head the status, updates, challenges, deficiencies and plans on TND related projects and personnel. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Serve as the TND Lead Systems Engineer (LSE). LSE responsibilities include: track project efforts to ensure that technical processes align with NIWC Pacific's best systems engineering and technical management practices; act as a TND representative to Communications and Networks (C&N) Department system engineering meetings; coordinate TND High Impact Project or High Risk High Visibility (HRHV) Reviews and track action items; coordinate effort for TND to increase organizational efficiency by using best systems engineering and technical management processes. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band NM-03 in the federal service or equivalent experience in the private or public sector Performing duties under more general supervision with technical and leadership skills handling projects and teams; participating in efforts or share information/best practices or identify and implement solutions that have an impact on the Division or Department; leading Division Integrated Product Teams.
